I. Call to Order— 5:0013m
The meeting was called to order at 5:0513m
II. Roll Call
All Commissioners were present with the exception of Commissioner Bonidy.
III. Additions & Amendments to the Agenda
• Lasso Sculpture Roundabout #4 added to Work Session
• New Town Hall Discussion added to Work Session
IV. Conflicts of Interest
Commissioner Hardy presented a conflict with Item VI. Case #MNR14040.
V. PUBLIC HEARING: Case #MNR14041— Minor Development Plan
Strong Adherence Mural
Property Location: 62/63, Block z, Benchmark at Beaver Creek Subdivision
Property Address: 137 Benchmark Road
Applicant: Town of Avon
Owner. Avon Partners II, LLC
Description: Review of public art installation on side of Seasons wall on Lettuce Shed Lane.
Public Hearing was opened and closed without any comments.
Action: Commissioner Struve moved to approve Case #MNR14041— Minor Development Plan with the
following findings:
1. The sculpture benefits the Town and entire valley by publishing a major event.
i. The proposed application was reviewed pursuant to §7.16.o8o(f), Development Plan, and
§7.16.o9o(f), Design Review, and was determined to be compliant with the review criteria.
Commissioner Minervini seconded the motion and it passed unanimously.
VI. PUBLIC HEARING: Case #MNR14040 — Minor Development Plan
"Enduring Spirit" Statue
Property Location: Tract A, Block i, Benchmark at Beaver Creek Subdivision
Property Address: 92 Beaver Creek Place
Applicant: Hoffmann Commercial Real Estate
Owner: Town of Avon
Description: Placement of bronze statue on pedestal in Chapel Square PUD near bus stop and
monument sign.
Commissioner Hardy left the room for Case #MNR14040 — Minor Development Plan
Public Hearing was opened and closed without any comments.

Action: Commissioner Minervini moved to approve Case #MNR14040 — Minor Development Plan with
the following findings:
1. The proposed application was reviewed pursuant to §7.16.o8o(f), Development Plan, and
§7.16.o9o(f), Design Review, and was determined to be compliant with the review criteria.
2. The proposed application is compliant with mixed use and non-residential district design
standards as contained in §7.28.09o(4)(iii)(B)Compatible Design (12)Public Art/Sculptures; and
The following conditions:
1. The applicant shall submit and execute a landscape plan for staff approval.
2. Publication boxes adjacent to the sculpture will be relocated if possible.
3. Any changes to the lighting will require staff approval.
The motion was seconded by Commissioner Struve and it passed unanimously.
VII. Meeting Minutes Approval
a) Meeting Minutes from September 23,2014
Commissioner Minervini moved to approve the amended minutes. The motion was seconded by
Commissioner Clancy and passed unanimously with Commissioner Struve abstaining due to his
absence from the September 23, 2014 meeting.
VIII. Staff Approvals
• Chapel Square Murals near Pier 1
IX. WORK SESSION
• Color Standards
Direction: PZC directed Staff to bring back a Munsell Color book for further review and
consideration.
• Bus Shelter Design
Direction: PZC directed Staff to look at more consistency with the recently approved ECO
shelter, including but not limited to roof forms, and 2"x6" horizontal board siding.
• New Town Hall
• Lasso — PZC Directed Staff to bring back a scaled photo -representation of the Lasso Sculpture
located in the proposed location in Roundabout #4 within the 2015 AWSC design element.
