PZC Minutes 050614Town of Avon Planning & Zoning Commission Meeting Minutes Tuesday, May 6th, 2014 VON Avon Town Council Chambers Meetings are open to the public C O L O R A D O Avon Municipal Building / One Lake Street I. Call to Order The meeting was called to order at approximately 6:30pm following a community open house for the West Avon Preserve Trails Plan. II. Roll Call All six (6) current Commissioners were present. III. Additions & Amendments to the Agenda There were no amendments or additions to the agenda. IV. Conflicts of Interest Commissioner Hardy presented a conflict with Item VI. VI. Minor Development Plan — CONTINUED FROM APRIL 24, 2014 MEETING Property Location: Tract B2 and Lot 22AB, Block 2 Benchmark at Beaver Creek Subdivision Property Address: 230 & 245 Chapel Place Applicant: Hoffmann Commercial Real Estate Description: The proposal is for shutters and window sills to be added to Building A and Building C of the Chapel Square PUD. The color of the wood is gray and bright red, and has diagonal paint schemes. Solid metal exit doors would also be painted to match. Discussion: Eric Heil, Town Attorney, presented information to the Commission with respect to process and public comment requirements. No public comment was taken. Action: Commissioner Minervini moved to deny the application based on the following findings: 1. The proposed application was reviewed pursuant to §7.16.080(f), Development Plan, and §7.16.090(f), Design Review, and was determined not to be compliant with the following review criteria: 2. The application does not comply with §7.16.090(f)(1), Design Review, which reads "The design relates the development to the character of the surrounding community; or, where redevelopment is anticipated, relates the development to the character of Avon as a whole"; the Commission interprets the "surrounding community" as the buildings and area surrounding the Chapel Square PUD; and 3. The architectural style of this design element (shutters) is not representative of the contemporary architectural style of the buildings; and 4. By only adding this design element to Buildings A and C, Buildings A, B, and C would not have a consistent architectural style; and 5. The colors of the design element are not compatible with the colors in the surrounding community. Commissioner Struve seconded the motion, and the motion passed unanimously with a 5-0 vote. VII. Alternative Equivalent Compliance — CONTINUED FROM APRIL 24, 2014 MEETING May 6, 2014 PZC Meeting Minutes Page 1 of 2 Wyndham Vacation Resort Stucco Color Property Location: Lot 61, Block 2, Benchmark at Beaver Creek Subdivision Property Address: 75 Benchmark Road Description: One of the conditions of approval for this Development Plan stated that the PZC would be the reviewing authority for on-site color/material board. At the April 1st, 2014 PZC meeting the colors and materials were reviewed and an AEC was requested for stucco color. The applicant was unable to attend the April 24, 2014 PZC meeting so the case was continued. Discussion: No public comment was taken. Action: Commissioner Minervini moved to approve the application with Staff recommended findings, and Commissioner Prince seconded the motion. The motion passed with a 6-0 vote. VIII. Review of Code Amendments Related to Color Standards Description: At the April 8, 2014 Town Council meeting, the Town Council directed Staff to review options for removing the Light Reflective Value (LRV) standards contained in Sec. 7.28.090(3)(v) of the Town of Avon Development Code. Discussion: Three (3) revised language options were presented and discussed. Action: The PZC elected to approve the language contained in Option 3 with revisions. IX. Action on Draft Meeting Minutes April 24, 2014 Special Meeting The Commission presented one minor modification to the draft minutes. Action: Commissioner Struve moved to approve the meeting minutes, and Commissioner Prince seconded the motion. The motion passed with a 5-0 vote with Commissioner Clancy abstaining due to his absence from the April 24, 2014 meeting IX. Other Business • PZC vacancy has yielded two applications for May 27 interviews. • Six (6) recent administratively -approved applications were discussed. • Staff Approval authority will be exercised for Minor Development Plans.
