RESOLUTION NO. 13 -21
SERIES OF 2013
A RESOLUTION STATING THE POSITION OF THE AVON TOWN COUNCIL CONCERNING
URBAN DEVELOPMENT IN EAGLE COUNTY
WHEREAS, the Avon Town Council finds that sustainable community planning and equitable imposition
and allocation of local governmental taxes to pay for public services requires consistent county -wide
planning policies for approval of metropolitan districts and encouragement of municipal annexations
and incorporations; and
WHEREAS, the Avon Town Council finds that Eagle County has experienced and continues to experience
significant growth and population increase with proposals for additional development of urban densities
in unincorporated Eagle County;
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF AVON, COLORADO, that
I
1. Development of urban densities should be encouraged to occur within existing or planned
incorporated municipalities.
2. The Edwards area bears many characteristics of a traditional incorporated town including density,
population, commercial development, economy and demand for public services and therefore,
should be encouraged to incorporate as a Colorado municipality.

RE: Discussion and Potential Council Position on Urban Development in Eagle County
On our agenda for Council discussion today is the consideration of regional development
and the related affect of non - town -towns on existing municipalities in Eagle County. This is
a topic that Council has talked about in the past both in our meetings and in joint meetings
with the County Commissioners.
As the Wolcott development goes before the County Commissioners for approval, it seems
relevant for us to think about the impacts of more "urban density" in unincorporated Eagle
County and those impacts on incorporated municipalities.
As Eagle County's population grows, does it make sense to first support the in -fill of
established areas with infrastructure and services that are already in place and can more
easily accommodate new growth?
Another topic is a perception that residing in non - town -towns and owning and doing
business in the unincorporated County has a lower tax rate than municipalities.
If so, this creates the perception is that a town(s) may be subsidizing the non - towns.
The ongoing discussion at the County of the Wolcott development is an example of a
potential approval of a non - town -town. The idea of generating 1,600 jobs initially, 800
permanent jobs, (Vail Daily April 23, 2013) and a vibrant commercial area is appealing.
Would it not also make sense for this growth to occur within the structure of a traditional
town /municipality?
Has the County or any of the towns done enough to thoroughly understand the impacts of
"urban" growth in unincorporated Eagle County? What are the net impacts, consequences
and unintended consequences of urban growth in unincorporated Eagle County?
What is being asked of Council is to consider this broad topic and the more direct examples
we witness in Eagle County. Is there a consensus Council opinion that may be informative
for Eagle County?
