A RESOLUTION APPROVING THE AVON TOWN CENTER PLAN AS A POLICY
AND GUIDE FOR MASTER PLANNING FOR THE TOWN OF AVON
WHEREAS, The Town of Avon recognized the potential for new development and
redevelopment of an area of town known as the "Town Center" and developed basic
concepts to guide development of this area in a phased approach;'and
W HEREAS, the Town of Avon prepared a conceptual development plan for the Town
Center with the understanding that as property owners prepare to invest-in development of
this area the Town recognizes the benefit of a coordinated plan to best reinforce the sense
of a cohesive Town Center focused on a redeveloped town pedestrian mall; and
WHEREAS, the Planning and Zoning Commission have reviewed the attached Avon Town
Center Implementation Plan (Exhibit A) as prepared and revised by RNL Design and
Town Staff and the Town has held several public meetings to discuss the development of
the Avon Town Center Implementation Plan-,
NOW, THEREFORE, BE IT RESOLVED, that the Avon Town Council hereby approves
the adoption of the Avon Town Center Implementation Plan (Exhibit A) in order to serve
as a policy and guide for Master Planning the coordinated development of this area known
as the Town Center.

Summary:
On November 6tr', 2001, the Planning and Zoning Commission recommended approval of the Avon
Town Center Plan by Resolution 01-20.
RNL and staff held four public meetings, conducted a public survey, and approached all the property
owners in the Town Center for information on potential development and redevelopment plans.
Additionally, BBC Research and Consulting and Felsburg, Holt & Ullevig were both consulted regarding
potential economic and traffic impacts, respectively.
There are several key policy recommendations in the Plan. The following points summarize the
significant policy, recommendations contained in the Avon Town Center Plan regarding future
development and redevelopment of this area:
• Creates a "main street" retail area that is readily accessible and recognizable to motorists and
pedestrians.
• The recognition of the realignment of Benchmark Road for increased pedestrian and vehicular
circulation.
• Enhancing the direct linkage to the Confluence site for residents to access the gondola and
Beaver Creek.
• Recommendation for on-street and centralized parking as new development and
redevelopment occurs on properties in this area.
Conclusion:
In summary, staff recommends approval of Resolution 02-01, adopting the Avon Town Center Plan
(dated November 6, 2001) as policy and guidance for the Master Plan.
