HELD JANUARY 31, 2012
A special council meeting of the Town of Avon, Colorado was held at the Avon Town Hall, One Lake
Street, Avon, Colorado in the Council Chambers.
EXECUTIVE SESSION
Councilor Phillips moved to Meet to discuss Personnel matters pursuant to Colorado Revised Statute
§24- 6- 402(4)(f) regarding Acting Town Manager at 6 PM; Councilor Goulding seconded the motion and
it passed unanimously by those present (Ferraro absent).
The Executive Session adjourned at 6:30 PM and Mayor Rich Carroll called the meeting to order.
Council members present were Dave Dantas, Chris Evans, Todd Goulding, Amy Phillips and Buz
Reynolds. Kristi Ferraro was absent. Also present were Town Attorney Eric Heil, Town Manager Larry
Brooks, Assistant Town Manager Patty McKenny, Director PW &T Jenny Strehler, Community Relations
Officer Jaime Walker, and Karyne Spadi, Human Resources Generalist some members of the public.
REVIEW "REQUEST FOR PROPOSAL" FOR SELECTION OF FIRM TO CONDUCT AN ORGANIZATIONAL AND COMMUNITY
ASSESSMENT OF TOWN OF AVON (Rich Carroll, Mayor)
Discussion included some of the following topics:
❖ Be specific with regard to scope of work
❖ Revise the timeline to move more quickly
❖ Concerned about costs of such assessments
❖ Uncertainly about how this process rolls out, simultaneously with the manager search
❖ Would this process be conducted internally
❖ Qualify "who" and quantify "how many" people would be included in the assessment
Ruth Borne, area resident, and Phil Struve, Wildridge resident, suggested firms and consultants who
might be able to provide these types of services, i.e. Colorado Municipal League, Northwest Colorado
Council of Governments, Dept. of Local Affairs.
REVIEW "REQUEST FOR PROPOSAL" FOR SELECTION OF FIRM TO ASSIST WITH RECRUITMENT AND HIRING OF TOWN
MANAGER (Rich Carroll, Mayor)
Discussion included some of the following topics:
❖ Be specific with regard to scope of work
❖ List deliverables separately
❖ Identify exactly "who" would be working with the town
❖ List of references from those clients who are similar to Avon
DISCUSSION ABOUT HIRING CONSULTING FIRM TO CONDUCT SESSION WITH AVON TOWN COUNCIL ABOUT STRATEGIC
GOALS AND OBJECTIVES PLANNING (Rich Carroll, Mayor)
Discussion included some of the following topics:
❖ Possibly wait until after anew manager is hired
❖ Use this consultant to help council set goals and communicate that to staff
❖ Review costs of the other two items before embarking on this effort
Staff was directed to develop the proposals incorporating some of the suggestions discussed. It was
noted a final product would be included on the next agenda, February 14, 2012.
There being no further business to come before the Council, the meeting adjourned at approximately
8:15 pm.
