TC Minutes 01-22-20020 a MINUTES OF THE REGULAR MEETING OF THE TOWN COUNCIL HELD JANUARY 22, 2002 A regular meeting of the Town of Avon, Colorado was held in the Municipal Building, 400 Benchmark Road, Avon, Colorado in the Council Chambers. Mayor Judy Yoder called the meeting to order at 5:30 PM. A roll call was taken with Councilors Michael Brown, Debbie Buckley, Peter Buckley, Mac McDevitt, and Mayor Protem Buz Reynolds present. Councilor Cuny was absent. Also present were Town Manager Bill Efting, Town Attorney John Dunn, Assistant Town Manager Larry Brooks, Deputy Town Clerk Miranda' Steber, Town Planner Tambi Katieb, Human Resource Director Jacquie Halburnt, Police Chief Jeff Layman, Transportation Director Harry Taylor, Town Engineer Norm Wood, as well as members of the press and public. Citizen Input: Mayor Yoder presented Sarah Stoutenburgh with a Certificate of Appreciation for her dedication and service to the Town of Avon Recreation Department from December 1998 to January 2002. Congratulations and best of luck to Sarah. Employee Bonus Awards: Mayor Yoder presented Fourth Quarter Employee Bonus Awards for employees nominated by other employees for going above and beyond the call of their normal job duties. The award winners were: Kara Breci-Fenick, Police Department, for her dedication and time for working with those in need. She voluntarily worked in cooperation with the Salvation Army and Adopt-a-Family during Thanksgiving and Christmas. She also organized flag football games on her own time for the children who live in the Sunridge area. Christopher Fenick, Police Department, for his dedication and time for working with those in need. John Curutchet, Recreation Department, for his dedication to the Recreation Center and for creating a pleasant work environment. He works late many nights to make sure everything is running smoothly, and works hard to keep everyone under him feeling important and appreciated. John's employees say he leads by example. 0 • Mark Sifers, Recreation Department, for demonstrating exemplary inter-personnel skills . when dealing with the tragic loss of Brenda Ibarra, a maintenance employee in his division. Mark stepped forward and assisted Brenda's husband in the days immediately following her death, and showed compassion and strength during this very difficult time for her family. Rob Janusz, Public Works. Public Works has trimmed it's personnel department immensely over the passed couple of years, yet Rob has taken responsibility for filling in whenever he needs to. He continues to volunteer for extra work for which he does not get paid, and best of all, he does it with a smile. Congratulations to all of you for a job well done. Citizen Input: Assistant Town Engineer Anne Martens introduced the new Town of Avon Engineer I, Mark Spielbauer. Welcome to the Town of Avon. Ordinances: Second Reading of Ordinance No. 02-01, Series of 2002, An Ordinance Amending the Wildridge Planned Unit Development (PUD) for Lot 25, Block 2, Wildridge Subdivision, Town of Avon, Eagle County, Colorado. Mayor Yoder stated this is a public hearing. Town Planner Tambi Katieb advised the applicant is seeking the removal of two development rights from this lot, which is currently zoned for four units, to create two single family lots. Staff recommends approval of this Ordinance. There being no further comments, Mayor Yoder closed the public, hearing. Councilor Debbie Buckley motioned approval of Ordinance No. 02-01 Series of 2002, on second reading. Councilor McDevitt"seconded the motion. Mayor Yoder asked for a roll call. The motion carried unanimously. 0 Ordinance: First Reading of Ordinance No. 02-02, Series of 2002, An Ordinance Repealing and Reenacting Provisions of Chapter 15.36 of the Avon Municipal Code. Town Planner Tambi Katieb stated that on July 1, 2001, the Colorado Division of Housing adopted new rules governing the installation of manufactured homes. Since that time, installation of homes has been covered by both the Town's building permit process and the State's process. The Staff is asking to use the State's regulations and not have the redundancy of the Town codes for the new installations. Mayor Protem Reynolds motioned approval of Ordinance No. 02-02, Series of 2002, on fast reading. Councilor Brown seconded the motion. Mayor Yoder asked for a roll call. The motion carried unanimously. Town Manager Report: Town Manager Efting advised he will be out of the office Thursday and Friday at CAST. Mr. Efting also requested everyone to take a look at the ice rink on Nottingham Lake. Public Works and the Recreation Staff did a great job over the weekend putting in the oval rink and it looks great. Other Business: Councilor Peter Buckley gave an update on the Avon Post Office. He stated that in order to achieve the goal of getting mail delivery in the Town of Avon. Mr. Buckley is working With the Postmaster to get collection boxes for mail collection in the Town of Avon. The Post Office is required to contract with the employees who pick up the mail, and the Postmaster will work on getting a contract in the Town. Council has agreed to move forward discuss and explore the Non-Smoking Ordinance in the Town of Avon. Councilor Debbie Buckley motioned approval of the Consent Agenda without item d. Councilor Brown seconded the motion. The motion carried unanimously. There being no further business to come before the Council, Councilor McDevitt motioned to adjourn the meeting.
