TC Minutes 01-08-2002MINUTES OF THE REGULAR MEETING OF THE TOWN COUNCIL HELD JANUARY 8; 2002 A regular meeting of the Town of Avon, Colorado was held in the Municipal Building, 400 Benchmark Road, Avon, Colorado in the Council Chambers. Mayor Judy Yoder called the meeting to order at 5:30 PM. A roll call was taken with Councilors Michael Brown, Debbie Buckley, Peter Buckley, Mac McDevitt, and Mayor Protem Buz Reynolds present. Councilor McDevitt was absent. Also present were Town Manager Bill Efting, Town Attorney John Dunn, Assistant Town Manager Larry Brooks, Deputy Town Clerk Miranda Steber, Community Development Director Ruth Borne, Human Resource Director Jacquie Halburnt, Police Chief Jeff Layman, Transportation Director Harry Taylor, Town Engineer Norm Wood, Finance Director Scott Wright, Public Works Director Bob Reed, Town Planner Tambi Katieb, as well as members of the press and public. Ordinances: First Reading of Ordinance No. 02-01, Series of 2002, An Ordinance Approving the First Amendment of the Wildridge Planned Unit Development (PUD) for Lot 25, Block 2, Wildridge Subdivision, Town of Avon, Eagle County, Colorado Community Development Director Ruth Borne stated the applicant has decreased his development rights. The applicant currently has four duplex unit rights and is decreasing that to two single-family units. Mayor Protem Reynolds motioned approval of Ordinance No. 02-01, Series of 2002. Councilor McDevitt seconded the motion. Mayor Yoder asked for a roll call. The motion carried unanimously. Resolutions: Resolution No. 02-01, Series of 2002, A Resolution Approving the Avon Town Center Plan, Town of Avon, Eagle County, Colorado. Town Planner Tambi Katieb stated that on November 6, 2001 the Planning and Zoning Commission recommended approval of the Avon Town Center plan. Staff is also recommending approval of the plan, adopting the Avon Town Center as a policy and guidance for the master plan. Councilor Brown asked to confirm that although we are adopting the' framework we are not holding ourselves to have to adhere to that framework, that we can still take a different course of action. Mr. Katieb confirmed that this is not a law it is a master plan. Councilor Peter Buckley continued that we are not committing any money. Mr. Katieb confirmed that Council is not committing to spending any money, just adopting the framework and several of the policy recommendations and ideas. Whether the Council chooses to use them in the future is up to them. Mayor Protem Reynolds asked what the overall feeling of the property owners is about this plan? Mr. Katieb advised most of the owners who have come to the meetings who he has talked to are in support of a number of the ideas. They may not support the final end phase, but generally the ideas. Mayor Protem Reynolds motioned approval of Resolution No. 02-01, Series of 2002. Councilor McDevitt seconded the motion. The motion carried unanimously. Town Attorney Report: Attorney John Dunn stated he is thrilled to be back with the Town of Avon. Mayor Report: Mayor Judy Yoder reported that Town Clerk Kris Nash had a baby boy on December 29, 2001. Legal Representation Agreement Councilor Debbie Buckley motioned approval of the Consent Agenda. Councilor Brown seconded the motion. The motion carried unanimously. There being no further business to come before the Council, Councilor McDevitt motioned to adjourn the meeting. Councilor Brown seconded the motion. The motion carried unanimously and the meeting adjourned at 5:35 pm.
