TC Minutes 02-23-19990 or MINUTES OF THE REGULAR MEETING OF THE TOWN COUNCIL HELD FEBRARY 23, 1999 A regular meeting of the Town of Avon, Colorado was held in the Municipal Building, 400 Benchmark Road, Avon, Colorado in the Council Chambers. The meeting was called to order by Mayor Judy Yoder at 5:31 PM. A roll call was taken with Councilors Jim Benson, Debbie Buckley, Mac McDevitt, Buz Reynolds and Mayor Protem Bob McIlveen present. Councilor Rick Cuny was absent. Also present were Town Attorney Burt Levin, Assistant Town Manager Larry Brooks, Town Clerk Kris Nash, Community Development Director Mike Matzko, Planner George Harrison, Transportation Director Harry Taylor, Finance Director Scott Wright, Marketing Specialist Michelle Frongillo, Public Works Superintendent Bob Reed, Police Chief Jeff Layman as well as members of the press and public. Ordinances: SECOND READING OF ORDINANCE NO. 99-03, SERIES OF 1999, An Ordinance Approving a Final Development Plan for the Suites @ Avon Center PUD, Lot B, Avon Center at Beaver Creek Subdivision, Town of Avon, Eagle County, Colorado. Mayor Yoder stated this was a public hearing. Community Development Director Mike Matzko stated this Ordinance had been before both the Planning & Zoning Commission and Council before in various forms. The Ordinance was before Council for final development approval: If approved by Council, the next step would be final design approval by the Planning & Zoning Commission, then construction. Stuart Borne, Vice President of Shapiro Development and Pat Nook from Nook & Associates Architects approached the Council to answer questions. Mr. Borne estimated construction to take 16 months with a tentative June start date. There being no further comments, Mayor Yoder closed the public hearing. Councilor Benson motioned to approve Ordinance No. 99-03, Series of 1999. Councilor Buckley seconded the motion. Mayor Yoder asked for a roll call. The motion carried unanimously. Ordinances: FIRST READING OF ORDINANCE NO. 99-04, SERIES OF 1999, An Ordinance Approving a Zone Change from Industrial Commercial (IC) to Planned Unit Development (PUD), and Approving the Grand View PUD Development Plan and Development Standards, for Lot 42, Block 1, Benchmark at Beaver Creek Subdivision, Town of Avon, Eagle County, Colorado Planner George Harrison stated this was an affordable housing project. The Planning & Zoning Commission had reviewed the Ordinance and made a recommendation of approval. Mayor Yoder asked if affordable housing meant deed restricted for sale housing. Mr. Harrison stated that it did. • E There being no further discussion, Councilor Reynolds motioned to approve Ordinance No. 99-04, Series of 1999. Councilor Benson seconded the motion. Mayor Yoder asked for a roll call. The motion carried unanimously. Assistant Town Manager Report: Assistant Town Manager Larry Brooks stated that Public Works will be establishing a news release and hotline for the pothole problems throughout the town. The hotline should be in place by the week of March 1'. Consent Agenda: a.) Approval of February 9, 1999 Council Meeting Minutes b.) Financial Matters Councilor Benson motioned to approve the Consent Agenda. Councilor Buckley seconded the motion. The motion carried unanimously There being no further business to come before the Council, Councilor Benson motioned to adjourn. Mayor Protem McIlveen seconded the motion.
