TC Minutes 05-12-19980 • MINUTES OF THE REGULAR MEETING OF THE TOWN COUNCIL HELD MAY 12, 1998 - 5:30 P.M. A regular meeting of the Town Council of the Town of Avon, Colorado was held in the Municipal Building, 400 Benchmark Road Avon, Colorado, in the Council Chambers. The meeting was called to order by Mayor Jack Fawcett at 5:33 PM. A roll call was taken with Councilors Richard Carnes, Bob McIlveen, Buz Reynolds, Sr., Buz Reynolds, Jr., and Mayor Pro-tem Judy Yoder present. Councilor Jim Benson was absent. Also present were Town Manager Bill Efting, Town Attorney John Dunn, Assistant Town Manager Larry Brooks, Town Clerk Kris Nash, Town Engineer Norm Wood, Fire Chief Charles Moore, Executive Assistant Jacquie Halburnt, Police Chief Gary Thomas, Director of Recreation Meryl Jacobs as well as members of the press and public. Citizen Input: Introduction of New Fire Department Employees Fire Chief Charles Moore introduced the new employees of the fire department. Jennifer Daly is the new Administrative Assistant. Jennifer comes from the Recreation Department where she worked for about a year. Mayor Fawcett welcomed Jennifer. Fire Chief Moore next introduced Mark Dzengelewski. Mark is our newest firefighter who is hired to assume Ralph Day's position. Mark comes from our resident intern program. Mayor Fawcett wished Mark much luck in his new position. Fire Chief Moore then introduced John McCaulley as the new training officer. John has been with the fire department for many years as Battalion Chief. Mayor Fawcett congratulated John and wished him luck. Finally, Fire Chief Moore introduced Lin Rogers. Lin is a volunteer with the fire department and has been promoted to captain. Lin is the EMS Director for the fire department and is the one responsible for all the good things happening with CPR and first aid training in the community. He has trained over 100 people since we started the program the first of the year. Mayor Fawcett congratulated Lin and wished him luck. Citizen Input: Presentation by Avon Elementary School Elizabeth Carr, 5t' grade teacher at Avon Elementary School, presented a project to the Council where the students recreated the town of Avon by building 41 of its buildings. The buildings included construction and electricity. Their assignment was to construct the buildings as realistic as possible from a picture they were given. The students presented each of their projects. Council took a closer look at the projects. Mayor Fawcett thanked the students for all their efforts and stated the projects would be displayed in the Municipal Building so if anyone wanted to view them during office hours, they would be available. Citizen Input: Sue Railton approached the Council. Ms. Railton wanted to comment on the amount of gravel being spread on Eaglebend Drive and would like to see the gravel predominantly used at the intersections. • • Another area needing attention is the walking path under Bob the Bridge. At the northwest corner of the intersection of Avon Road and Hurd Lane, gravel is thrown over the barriers and there is a large pile on the walking path. 'Ms. Railton suggested some sort of barrier to keep the gravel from coming onto the path. Next, Ms. Railton commented on the amount of trash being generated by Burger King, particularly on Hurd Lane and blowing down under the bridge. Ms. Railton expressed concern for the lack of landscaping around the bus stop at the west end of Eaglebend Apartments. Also, she is concerned about the state of the buildings. The trim is falling off, the vents are falling out, the flashing is rusting on the balconies, and the buildings will need painting soon. Ms. Railton next commented on the amount of paperwork applicants for the Design Review Board have to submit. She stated 24 copies is ridiculous. Ms. Railton also wanted to add that a lot of people walk down the street near Eaglebend and really feels it needs a sidewalk. Town Manager Efting informed that Assistant Town Manager Larry Brooks sits on the Eaglebend'board and many of the items Ms. Railton has mentioned, including the area around the bus stop, Larry can address. Assistant Town Manager Brooks Approached the Council. The landscaping issue has already been addressed by the board. The board would like to budget and come back to the Town of Avon asking permission to do a streetscape and a sidewalk. It is the board's intent not to ask the Town for any contribution but see if they can do it on their own. The exterior maintenance on the building was addressed last year in the budget process. Exterior painting will probably be a several year project. They will also start redoing each of.the heating units in the buildings. The washers and dryers will be replaced. Councilor McIlveen stated in regards to the landscape and sidewalk, if the Town could help out, to get it done this year and maybe split the cost, a sidewalk is needed. He feels the Town has a certain responsibility to be a part of that project. Mayor Pro-tem Yoder expressed her support to getting the sidewalk done. Ms. Railton asked Mr. Brooks if there was any thought to resolving the dumpster issue. It is unsightly. Mr. Brooks stated they would look into it. Ms. Railton then added that the public notices for the Council and Planning & Zoning meetings should be moved from the laundry area to somewhere else on the complex because the residents living on Eaglebend Drive don't go into the laundry area. Resolutions: Resolution No: 98-27; Series of 1998, ARESOLUTION APPROVING THE PRELIMINARY AND FINAL PLAT CONDOMINIUM MAP OF BEAVER VIEW CONDOMINIUMS, LOT 1; BLOCK 5, WILDRIDGE, TOWN OF AVON, EAGLE COUNTY, COLORADO. PUBLIC HEARING Town Engineer Norm Wood stated to Council that it is a preliminary and final plat for a subdivision. _Tt requires a public hearing because of its size, there are a number of units. There have been no responses from the public and everything is in order. Approval is recommended. Councilor Reynolds, Jr. motioned to approve Resolution No. 98-27, Series of 1998, as written. Councilor McIlveen"seconded the motion. The motion carried unanimously and the Resolution passed. 0 0 0 0 Resolutions: Resolution No. 98-28, Series of 1998, A RESOLUTION IN APPRECIATION OF BETH STANLEY Mayor Fawcett read the Resolution in full. Councilor Reynolds, Sr. motioned to approve Resolution No. 98-28, Series of 1998. Councilor Reynolds, Jr. seconded the motion. The motion carried unanimously. Resolutions: Resolution No. 98-29, Series of 1998, A RESOLUTION IN APPRECIATION OF MICHAEL SCHNEIDER Mayor Fawcett read the Resolution in full. Mayor Pro-tem Yoder motioned to approve Resolution No. 98-29, Series of 1998. Councilor Reynolds, Sr. seconded the motion. The motion carried unanimously. Resolution and New Business: Resolution No. 98-30, Series of 1998, A RESOLUTION APPOINTING SUE RAILTON TO THE PLANNING AND ZONING COMMISSION Mayor Fawcett read the Resolution in full. Councilor Reynolds, Jr. motioned to approve Resolution No. 98-30, Series of 1998. Councilor McIlveen seconded the motion. The motion carried unanimously. Mayor Report: Mayor Fawcett stated this is the Town of Avon annual clean up week. Mayor Report: Proclamation for Police Memorial Week Police Chief Gary Thomas introduced members of the Avon Police Department. Mayor Fawcett commended Officer Chris Peck on the drug interception he was involved in. Recognition is given where due. Mayor Fawcett read the proclamation in full. Financial Matters 0 Mayor Pro-tern Yoder motioned to approve the Consent Agenda. The motion was seconded by Councilor Reynolds, Sr. The motion carried unanimously. Adjournment: There being no further business to come before Council, Mayor Fawcett called for a motion to adjourn. Councilor Reynolds, Sr. motioned to adjourn.
