TC Minutes 11-15-1994LJ MINUTES OF THE SPECIAL MEETING,OF THE TOWN COUNCIL HELD NOVEMBER 15, 1994 - 6:00 P.M. A special meeting of the Avon Town Council of the Town of Avon, Colorado was held in the Municipal Building, 400 Benchmark Road, Avon, Colorado, in the Council Chambers. The meeting was called to order by Mayor Albert Reynolds at 6:OOPM. A roll call was taken with Councilors Jack Fawcett, John Hazard, Tom Hines, Celeste C. Nottingham, and Judy Yoder. Councilor Jim Roof was absent. Also present were Town Manager Bill James, Town Attorney John Dunn, Town Clerk Patty Neyhart, Town Engineer Norm Wood, Planner Mary Holden, Fire Chief Charlie Moore, Director of Recreation Meryl Jacobs, Director of Transportation Harry Taylor, and Community Service Officer Steve Hodges, as well as members of the press and public.. Second Reading of Ordinance No. 94-21, Series of 1994, AN ORDINANCE AMENDING TITLE 8, CHAPTER 8.24 OF THE MUNICIPAL CODE OF THE TOWN OF AVON AS IT RELATES TO PUBLIC NUISANCES AND PROVIDING PENALTIES FOR THE VIOLATION HEREOF Town Manager Bill James stated that there are a number of,people that would like to address the Council. Due to the lack of time this evening, Staff recommends that Council table this Ordinance until November 22nd. Councilor Yoder motioned to table Ordinance No. 94-21, Series of 1994 until the November 22nd meeting. Councilor Hines seconded the motion and the motion carried unanimously. Next on the Agenda was the Consent Agenda: a.) Financial Matters b.) Approval of the November 1, 1994 Council Meeting Minutes c.) Resolution No. 94-42, Series of 1994, A RESOLUTION APPROVING FIRST AMENDMENT TO THE CONDOMINIUM MAP OF THE SEASONS AT AVON COMMERCIAL CONDOMINIUMS AND FIRST AMENDMENT TO THE CONDOMINIUM MAP OF THE SEASONS AT,AVON RESIDENTIAL CONDOMINIUMS, LOT 63, A RESUBDIVISION OF LOTS 62, 63, AND 64, BLOCK 1, AMENDMENT NO. 4, BENCHMARK AT BEAVER CREEK OFFICIAL PLAT, TOWN OF AVON, EAGLE COUNTY, COLORADO d.) Resolution No. 94-43, Series of 1994, A RESOLUTION APPROVING FINAL PLAT, A RESUBDIVISION OF LOT 60, BLOCK 4, WILDRIDGE, TOWN OF AVON, EAGLE COUNTY, COLORADO e.) Resolution No. 94-44, Series of 1994, A RESOLUTION APPROVING RELEASE OF DEED OF TRUST FROM WILDRIDGE-DEVELOPMENT COMPANY FOR LOT 35, BLOCK 2, AND LOTS 64, 65, 66,'AND-68;.,BLOCK 3, WILDRIDGE, TOWN OF AVON, EAGLE COUNTY, COLORADO Councilor Hines motioned to approve the Consent' Agenda. Councilor Hazard seconded the motion and the motion carried unanimously. There being no further business to come before Council, Mayor Reynolds called for a motion to adjourn. Councilor Nottingham moved to adjourn. The motion was seconded by Councilor Yoder. The meeting was adjourned by Mayor Reynolds at 6:02PM The Special Council Meeting continued with the opening ceremonies for the installation-of the newly elected Councilmembers. The Presentation of Colors and Pledge of Allegiance were performed by Boy Scout Troop #231. Mayor Reynolds read the list of newly elected Councilmembers as Richard Carnes, Jack Fawcett, John Hazard,. and Judy Yoder. All newly elected Councilmembers were sworn in by Judge Buck Allen. Councilor Hazard motioned to nominate Council'or:Hines as Temporary Chairman. The motion was seconded by Councilor Nottingham and the motion carried unanimously._ The meeting was called to order by Temporary-Chairman Hines at 6:05PM. A roll-call-was taken with Councilors Richard Carnes; Jack Fawcett, John Haz'a'rd,-Celeste C. Nottingham, Albert Reynolds, and Judy Yoder. Also present were Town Manager Bill James, Town Attorney John Dunn, Town Clerk Patty Neyhart, Town Engineer Norm Wood, Planner Mary Holden, Fire Chief Charlie Moore, Director of Recreation Meryl Jacobs, Director of Transportation Harry Taylor, and Community Service Officer Steve Hodges, as well as members of the press and public. Councilor.Fawcett nominated Albert "Buz" Reynolds-for Mayor. Councilor Yoder seconded the nomination.- There being no further nominations, Temporary Chairman Hines asked Council if they wished a verbal vote or ballot. Councilor Nottingham requested the ballot process. Ballots were handed out and tallied by Town Clerk Neyhart with verification by Boy Scout Patrick Nottingham. Temporary Chairman Hines announced that Albert J. "Buz" Reynolds was elected Mayor. Mayor Reynolds nominated Celeste "C.C." Nottingham for Mayor ProTem. Councilor Hazard seconded the nomination. Ballots were handed out and tallied by Town Clerk Neyhart with verification by Boy Scout Patrick Nottingham.. Temporary Chairman Hines announced that Celeste "C.C." Nottingham was elected Mayor ProTem. The Council recessed at 6:15PM. The meeting reconvened at 6:47PM with the new Council taking their appropriate seats and Mayor Reynolds presiding. Resolution No. 94-45, Series of 1994, A RESOLUTION IN APPRECIATION OF JIM ROOF. Mayor Reynolds announced that Councilor Roof could not attend this evening's meeting. 2 Councilor Hines motioned to table Resolution No. 94-45, Series of 1994 until next-Tuesday's meeting when Councilor Roof can be here for the presentation. Councilor Fawcett seconded the motion. The motion carried unanimously."': Councilor Hazard commended Fire Chief'-Charlie Moore'and the" entire Avon Fire Department for a job well done regarding the fire on Metcalf Road. Councilor Fawcett thanked the Boy Scouts for this evening's ceremonies. There being no further business to come before Council, Mayor Reynolds called for a motion to adjourn.
