TC Minutes 05-14-1991MINUTES OF THE REGULAR MEETING OF THE TOWN COUNCIL HELD MAY 14, 1991, 7:30 P.M. The regular meeting of the Avon Town Council of the Town of Avon, Colorado, was held in the Municipal'Building, 400 Benchmark'Road, Avon, Colorado, in the Council Chambers. The meeting was called to order by Mayor Jerry Davis at 7:43 p.m. A roll call was taken with David Garton, Albert Reynolds,. Mike Bennett, Gloria McRory, Jim Stovall 'and Tom Ptach-present. Also present were Town Attorney,John Dunn, Town Manager Bill James, Director of Engineering Norm Wood, 'Director of Municipal Services Larry Brooks, Police Chief Art Dalton, Director of Community Development Rick Pylman, Planning' Jim Curnutte, Public:-Relations Officer Teresa Albertston,,,Town Clerk Patricia J. Doyle, as, well 'as members of the press and public. The Mayor called for:Citizen Input'. Stan McKinzie, the new General Manager for Heritage Cablevision approached the Council::-"Mr. McKinzie reviewed the new cable-,service. He stated that they-were-adding the ENCORE.channel'-for-an additional' $1.00 and, were also adding the Fox Network. This woul&.begin-July 1, 1991. The Council discussed the Cable Franchise Tax. The Mayor requested that Mr. McKinzie outline the charges in detail so the Council would be updated on that item. He stated that it was his understanding that the Franchise Fee was paid to the Town once a'year. He requested that the Franchise Agreement be reviewed on a annual basis. He also discussed the Cable billings in regard to the $5.00 late fee. He stated that he did not recall whether or not there was any regulation on what could be charged for a late fee. He stated, that Avon's Franchise Agreement expired in 1994 and asked that Mr. McKinzie review the Franchise Agreement from that aspect. He stated that in his opinion Cable Television was already too expensive., Mr:.McKinzie stated that the $5.00 late fee was an administrative cost, which was for,reports, phone calls, etc., but it had been decreased to $2.00 instead:'-of the $5.00. He stated that the expanded basic service would not require a converter box unless the customer did not have a cable ready television. He stated it was a trap that would be installed outside of'the home. If the customer had a cable ready television, they would be charged $1.25 and receive all the basic service. If the-: customer did not have a cable ready television, then a converter would be needed and a charge of $2.00 per month.
