TC Minutes 12-21-1982MINUTES OF THE RECESSED MEETING OF THE TOWN OF AVON COUNCIL HELD DECEMBER 21, 1982 - 12:00 NOON The recessed meeting of the Town Council was called to order at 12:27 p.m. by Mayor Nottingham. This was a continued meeting of December 14, 1982. A roll call was taken with Larry Kumpost, Greg Gage, A.J. Wells, Al Connell, and Don Buick present. Sheila Davis was absent. Also present were the Town Manager Dick Blodgett, Finance Director Bill James, Town Planner Dick Kvach, Town Administrator Dick Evans, and Town Attorney John Dunn arrived late. The meeting continued with the second reading of Ordinance No.#82-28, Series of 1982. This was a public hearing. There was no citizen input on this Ordinance. There was discussion of the seating in the buses. Some of the Councilmembers were concerned with the amount of seats, they were told there would be 25 seats and it was concluded that there were 23 seats on the buses. There was discussion on this matter. The Council agreed to recess so that they could check the seating of the buses. The Council then reconvened. They were satisfied that the seating would suffice. The Council agreed that the buses should transport the residents as well as the visitors directly to the Village Hall at Beaver Creek. The Town Manager discussed the buses serving the STOLport. The Council agreed that that would possibly be a good idea. After lengthy discussion Larry Kumpost moved approval of Ordinance No.#82-28, Series of 1982, AN ORDINANCE AUTHORIZING EXECUTION OF CERTAIN EQUIPMENT LEASE AGREEMENTS with the provision that the Council could obtain written clarification from the lessor regarding paragraph D-Location on all the leases. The motion was seconded by Greg Gage. Those Councilmembers voting aye were: Larry Kumpost, Greg Gage, A.J. Wells, Al Connell, and Don Buick. There were no nay votes. The motion was unanimously carried. The Comprehensive Plan was discussed. This was the Council's review at this time. The Town Manager stated that Mr. Kvach had put together a memorandum which contained an outline of the main elements of the plan. After lengthy discussion the Council agreed to proceed to advertise for a Planning Consulting Firm. The Road Cal Project was discussed at length. Be it noted that Greg Gage excused himself from the meeting at 1:35 p.m. The Town employee party was discussed. After some discussion A.J. Wells moved that the Town pay the costs of the staff Christmas party, but not to exceed $300.00. The motion was seconded by Al Connell. Those Councilmembers voting aye were: Larry Kumpost, A.J. Wells, Al Connell, and Don Buick. There were no nay votes. The motion was unanimously carried. The Town Manager reported that the Price Waterhouse Study had arrived December 20, 1982. Mr. Blodgett presented the Council with an executive summary of the study. He stated that the two copies of the study are in the Town offices for review. W The Council discussed organizing a Planning Commission. It was suggested to have Mr. Kvach structure a proposal on how the system would work.
