TC Minutes 06-23-1981r MINUTES OF THE REGULAR COUNCIL MEETING OF THE TOWN OF AVON - COUNCILMEMBERS HELD JUNE 23, 1981 - 7:30 P.M. The regular meeting of the Town Councilmembers of the Town of Avon, Colorado was held in the Town Offices, second floor, Benchmark Shopping Center, Avon. The meeting was called to order by Mayor Alpi at 7:40 p.m. A roll call was taken with the Councilmembers in attendance with the exception of Sheila Davis who was absent. Also present were Town Attorney John Dunn as well as members of the press and public. Gary Stevens with Garan Corporation approached the Council. He was requesting Condominium Map approval for La Vie Bonne, Phase II. After some discussion Steve Erickson moved approval of the Condo Map for La Vie Bonne, Lot#50, Block#l, Phase II subject to the applicant showing the easement to the northerly 3 units and also advise the applicant recognize there was an encroachment to the easterly drainage and utility easement on Parcel H, subject to the removal of the lower half of the approval language and adding the area of the Parcel E. The motion was seconded by Larry Kumpost and was carried with Bill Doyle abstaining. Next on the agenda was Paul Ecklund with Chambertin Townhouses. He was requesting Condominium Map approval, building III, filing II. After discussion Steve Erickson moved approval of the Chambertin Townhouses Map, Lot# 46/47, Block#l, filing No.II subject to the correction to the Lot# number(46/47), the exact measurement radius of the curve to show 4808.70. The motion was seconded by A.J. Wells and was unanimously carried. Resolution No.#81-9, Series of 1981, RESOLUTION CONCERNED WITH THE ESTABLISHMENT OF DEVELOPMENT REVENUE BOND POLICY, PROCEDURE AND GUIDELINES. Steve Erickson moved to table this Ordinance. The motion was seconded by Larry Kumpost and was unanimously carried. Second reading of Ordinance No.#81-20, Series of 1981, AN ORDINANCE ANNEXING TO THE TOWN OF AVON A PARCEL OF LAND BEING A PORTION OF THE SI/2 NE1/4 NE1/4 OF SECTION 12, T.55, R.82W, OF THE 6TH PRINCIPAL MERIDIAN, COLORADO;, AND SETTING FORTH FINDINGS AND CONCLUSIONS AND OTHER DETAILS THERETO. It was noted that A.J. Wells and Allan Nottingham stepped down. After discussion Steve Erickson moved approval of Ordinance No.#81-20, Series of 1981 with the stipulation that the Town Engineer check the closing on the surveying before it is signed. The motion was seconded by Bill Doyle gad was carried with A.J. Wells and Allan Nottingham abstaining. Second reading of Ordinance No.#81-11, Seris of 1981, AN ORDINANCE ESTABLISHING A PEDESTRIAN MALL ON A PORTION OF TRACT G, BLOCK 2, TOWN OF AVON; MAKING THE DETERMINATIONS REQUIRED BY LAW; SETTING FORTH REGULATIONS FOR USE OF THE PEDESTRIAN MALLS BY VEHICLES; STATING THAT THERE WILL BE NO ASSESSMENTS FOR THE COSTS OF ESTABLISHMENT AND IMPROVEMENTS OF THE MALLS IN ACCORDANCE WITH THIS ORDINANCE EXCEPT AS AGREED TO BY ADJACENT PROPERTY OWNERS; SETTING FORTH THE MANNER OF PAYMENT OF COSTS AND CLAIMS FOR THE ESTABLISHMENT OF A PEDESTRIAN-;MALL; MAKING FINDINGS AND RULINGS ON THE CLAIMS FOR DAMAGES SUBMITTED TO THE TOWN COUNCIL; AND SETTING FORTH DETAILS IN RELATION TO THE FOREGOING.
