TC Minutes 05-29-1979MINUTES OF THE SPECIAL MEETING OF THE TOWN COUNCILMEMBERS OF THE TOWN OF AVON HELD MAY 29, 1979 The special meeting of the Town Councilmembers of the Town of Avon, Colorado was held in the Town Office, second floor, Benchmark Center, Avon, Colorado. The meeting was called to order at 7:49 P.M. by Mayor Angelo Alpi. The Town Clerk took a roll call vote and all members of the Council were present. Also present was Town Attorney John Blish, as well as members of the press and public in the audience. Mayor Alpi called the first item on the agenda, but no one from Pacific Heritage was present. The title of Ordinance No. 79-12 was read for the second time. Councilmember Carol Richards detailed the changes in Ordinance No. 79-12, which the Council had made at the study session earlier in the afternoon. The proposed changes were detailed page by page up through page 8. No tape recording of the study session had been made. Council and citizens then proceeded to discuss the remainder of the Zoning Code. Comments and/or questions were offered by Ken Richards, Jay Peterson, Mike Blair, Cal Thomas, John Behrend, Alice Knipe, Rayl Levy and Marian Elzi. Some of the changes consisted of correcting grammatical, typographical and spelling errors. Some of the definitions were also changed and some definitions were added. The Council indicated that eventually a separate sign code will be drafted. A lengthy discussion regarding Section 3.2 took place. Questions involving density and possible condominiumization, as well as time sharing were discussed. Jay Peterson offered specific comments and advice based on his experience with other towns. He pointed out that he was attempting to help us avoid some of the problems that might arise. The Council meeting was in recess between 9:25 and 9:38 P.M. When the meeting reconvened there was additional discussion regarding Ordinance No. 79-12. Another zoned district, that of Residential Duplex Area was added. At 10:42 P.M. the title Ordinance No. 79-9 was read and a call was made for public comments. Mike Blair indicated that he had some comments to make re- garding Ordinance No. 79-9 but it was agreed that there was not sufficient time left in the evening to handle the comments on that matter to completion and dis- cusssion regarding Ordinance No. 79-9 was tabled until the next meeting. The Council then continued to discuss the Zoning Ordinance. At 11:04 P.M. Steve Erickson moved that the meeting be adjourned and Jim Wells seconded the motion. The motion was carried and the 'rdeeting:was adjourned. At this point Mayor Alpi noted that a Special Meeting will be held Tuesday, June 5, 1979 at 7:30 P.M. for additional discussion and possible amendment and revision Ordinances 79-9 and 79-12.
