Date: October 17, 2002 Re: Public Hearing for 2003 Budget Summary: On Tuesday, October 8th, the Town Manager presented his proposed budget to the Town Council at the Town's annual budget retreat. The budget as presented included a $161,658 spending deficit in . the General Fund. During the budget retreat the Council made the following changes in order to achieve their objective of balancing the budget: • Removed $25,000 appropriation for special event in the Public Relations program; • Removed $25,000 appropriation for the Chamber of Commerce in the Public Relations program, and reduced by $25,000 funding to the Vail Valley Foundation for the annual Ski Classic. Council agreed to review funding for these programs again in early 2003; • Increased by $50,000 revenues from recreation admissions by increasing nonresident rates; • Reduced transit costs by $30,000 by reducing service; • Reduced spending in Public Works Department by $6,000 Highlights of the proposed budget after the above changes include the following: • Balanced budget for the General Fund; • Total of 13 budgeted funds, with total operating expenditures of $12,052,008, debt service of $2,058,403, and capital improvements of $1,284,295 • Property tax mill rate for general operating purposed of 8.956 mills, debt service of 5.278 mills, and Avon Metro District of 3.478 mills; • Approximately $500,000 in payroll savings from reduction in personnel of 9 existing full-time positions and a salary freeze; Page 1 • Reduction of approximately $1,049,000 in operating expenditures from 2002 levels; • Services provided to the Village at Avon in the amount of $535,243; On Tuesday evening, October 22`'d, at 5:30 p.m., the Town Council will hold its public hearing on the proposed budget. The budget is scheduled for adoption at the November 12th Town Council meeting. Town Manager Comments: 0 Page 2 MINUTES OF THE REGULAR MEETING OF THE TOWN COUNCIL HELD OCTOBER 8, 2002 A regular meeting of the Town of Avon, Colorado was held in the Municipal Building, 400 Benchmark Road, Avon, Colorado in the Council Chambers. Mayor Judy Yoder called the meeting to order at 5:30 PM. A roll call was taken with Councilors Michael Brown, Debbie Buckley, Peter Buckley, Mac McDevitt, Brian Sipes and Mayor Pro Tern Buz Reynolds present. Also present were Town Manager Bill Efting, Assistant Town Manager Larry Brooks, Town Attorney John Dunn, Town Clerk Patty McKenny, Town Engineer Norm Wood, Recreation Director Meryl Jacobs, Public Works Director Bob Reed, Transit Director Harry Taylor, and Community Development Director Ruth Borne, as well as members of the press and public. Citizen Input Mr. Tommy Schneider stated that Fall Fun Night takes place on October 31 st from 4 PM to 8 PM in Nottingham Park. He stated it is a safe, fun, non-scary event for families and children and invited everyone to attend. John Dunn introduced State Representative Carl Miller who said a few words about his re- election bid for State House. Bobby Bank commented on the 2003 proposed budget. He informed the Council that he had some difficulty in telling whether a recreation program paid for itself or not and would prefer that the document reflect that information. U.S. Postmaster addressed the Council reciting the federal regulations regarding campaigning on federal property. Bruce Campbell introduced himself as running for Eagle County Coroner. Mayors Report Mayor Yoder invited everyone to attend the trail and street improvements dedication sponsored by the Town of Avon on October 22'd beginning at 2:30 pm. She also noted the Candidate Forum taking place after the regular meeting sponsored by the Chamber of Commerce. Consent Agenda Mayor Yoder asked for a motion on the Consent Agenda. Councilor D. Buckley moved to approve the Consent Agenda. Councilor Brown seconded the motion. The motion was carried unanimously. There being no further business to come before the Council, a motion was made to adjourn. The meeting adjourned at 5:45 PM.
