The locker rooms have served the public well; however, the inherent design of the space has presented a variety of problems to our patrons and staff. These problems range from issues of functionality to inadequacy of many of the components to support a long lifespan. This memo will highlight the objectives that staff recommends be accomplished with the 2001 remodel. I realize this list has grown from the original request to simply replace lockers; however the locker renovation affords the opportunity to address additional concerns as well. Floors • Additional drainage to be added due to improper slope of original floor. • Different flooring options should be considered due to difficulty in keeping the existing epoxy surfaces clean and sanitized. • Carpeted area leading to locker rooms should be patterned concrete or similar product. Lockers and changing areas • Locker configuration must be re-designed to incorporate a soffit, a more efficient seatingarrangement and higher base pedestal. Dust, rust and lack of seating and locker capacity are the problems of the existing configuration. Vanities • Current problems with cleaning and maintenance of the sink area, i.e. wearing fixtures, valves and inadequate electrical power. A combined sink/counter top system of non-porous material would be desirable. Replacement of fixtures and necessary -plumbing-and electrical improvements should be done at this time. Showers • All shower valves have become outdated and can no longer be purchased. New valves need to be installed. Stainless shower partitions should be considered over current design. • Cinderblock walls are not impervious to water and require constant repair and maintenance. Alternate wall coverings should be considered. Urinals/stalls • Self-flushing valves and stainless partitions recommended. Lighting solution should be determined. Storage • - Existing custodial and janitorial storage is inadequate.- Additional space needs to be developed. Hot Water • Inefficient hot water supply at times. Solutions to be considered with assistance of hydronics engineer. Budget Implications: $250,000 has been allocated in the Capital Improvements budget for the year 2001. Recommendation: Authorize staff to proceed with the planning and implementation of the above mentioned improvements for the 2001 budget year. -Town Manager Comments: Memo To: Honorable Mayor and Town Council Thru: Bill Efting, Town Managert?- From: Tambi Katieb, AICP Date November 6, 2000 Re: Waiver of Town Fees for Deed Restricted Housing Summary James G. Tylich, the developer of Grandview, a 12-unit employee housing complex on Nottingham Road, is requesting reimbursement for building permit fees and a waiver of the Town's portion of both sewer and water tap fees. Discussion Staff surveyed five jurisdictions in the region to determine their policies on waiving fees for deed-restricted housing. A summary of the responses follows: Municipality Permit Fees Tap Fees Planning Fees Vail No waiver No waiver $200 Basalt No waiver No waiver No waiver Breckenridge $3,000/unit $3,000/unit N/A Summit County No waiver No waiver No waiver Eagle County No waiver No waiver No waiver Breckenridge is the only jurisdiction surveyed to waive building permit and water tap fees, approximately $6,000 per unit, and has done so only once. Total cost to the Town for this 97 unit project was approximately $600,000. Town of Vail waived a $200 planning fee on one project. Conclusion: Since future employee housing developers will reasonably expect waivers similar to any granted to this -applicant, realistically evaluating the financial impacts to the Town must incorporate the 500 deed-restricted employee housing units required by the Village at Avon PUD approval, as well as redevelopment in the town core. We respectfully request at the next town meeting that the town reduce the building permit cost and the city portion of water and sewer tap fees cost in order to make it practical as an employee housing project. We have paid the building permit fees of about $28,000.00, but would certainly appreciate a rebate do to the limiting factors that employee housing imposes. We bought the unfinished project with the understanding that this is what the town needed, and as future investment for us. These units are not for sale, but_are_considered to be employee housing. Please consider our request and reduce the fees. From: Michael Matzko, Director of Community Development Re: Confluence Land Use Approvals Introduction To help prepare for the Council site tour scheduled for November 21, following is a short overview of land use approvals for the Confluence site. Land Use approvals The Confluence site was formerly known as Avon Station, a mobile home park. Vail Associates, Inc. (VAT) purchased the site in March 1994. The mobile homes were removed in 1995 and 1996. June 11, 1996: Eagle County approved a minor PUD, limited to three years, which allowed: • Up to 200 employee parking spaces; • A construction laydown area (for one year only, starting on June 1, 1996) • Snow storage. June 3, 1997: Eagle County approved a PUD Amendment allowing 800 spaces of "surface parking in support of Beaver Creek Resort" (copy attached). No other uses were approved. August 25,1998: Town Council approved Ordinance No. 98-18, annexing the Confluence property into the Town of Avon. October 27, 1998: Town Council approved Ordinance 98-20, establishing PUD Zoning and Development Standards for the Confluence (copy attached). Current status The annexation and zoning of the Confluence supersede any County zoning approvals. Ordinance 98-20 requires that, before any development can occur on the site, the owner (VAl) must submit and obtain approval for a PUD Development Plan. The process includes hearings before P&Z and Town Council, and action by ordinance (Section 17.20.110 of the Zoning Code). Ordinance 98-20 also limits the Hurd Lane access to one way, right-in only traffic, and requires that the bridge connecting to Hwy 6 be completed before any certificate of occupancy is issued on the site. Earlier this year VAI began using the Confluence site for staging for the Ritz Carlton project in Bachelor Gulch. In an attempt to be cooperative, staff subsequently granted approval for temporary use of the site (copy attached). Conclusion Before VAI is allowed to conduct any use on theConfluence site, they-must first submitand obtain approval for a PUD Development Plan. Moreover, the current land use approval limits access from Avon Road to one-way right-in traffic only, and requires that a bridge connection with Hwy 6 be complete prior to a Certificate of Occupancy.
