This project is the first of many capital improvements from the Avon Town Center West Plan that will forever change the footprint of the Town Center West area. Sall L;Ikr 01.% Our professional experience will provide the town with a well crafted, long lasting transit center for the S 111111 I'Y Town Center West area. Our proposed work program, outlined in this proposal, is based on the ideas espoused in the design s5.. 1';111111 charrette and supported by Council as part of the "preferred alternative". Understanding how the proposed transit center fits within the larger vision of Avon Town Center West is necessary to create a long-lasting outcome that will not need modified or reconstructed. Our scope of service includes the detailed design and engineering for the entire transit center area described in the Avon Town Center West charrette preferred alternative. We have provided an exhibit of this area in our proposal. While we understand and support that the entire transit center will not be constructed in one phase, our recommendation is to design and engineer the entire transit area once, in order to be clear on the overall detailed design and engineering intent as construction phasing occurs and to avoid replicating consultant services. Having a full set of construction drawings for the entire transit area will allow the Town to make logical decisions on appropriate construction phasing. The future users of the proposed Town of Avon Transit Center will include Avon Transit, Beaver Creek Resort Transit and Eco-Transit. Our recommendation is to develop a partnership with these entities in order to share the costs associated with the design and/or construction of the proposed facilities. Each transit authority will greatly benefit from a properly designed facility. By developing a partnership, each of the transit authorities will also have the opportunity to offer specific ideas that may need considered (Real Time Information systems, GPS, etc) for the functional success of the transit center. In our previous conversations, we have discussed the opportunity for the Town of Avon to not only create a new placemaking and community environment in the Town Center West area, but to also create a "green footprint". Avon truly could be at the forefront of sustainable development by a municipality in the Rocky Mountains. The Avon Transit Center could be a model project by incorporating LEED certification/standards into the design and construction. This Transit Center is similar in that it handles the regional bus service, local bus service and skier bus service. WORK PLAN The purpose of the Work Plan is to develop a tool to be used by the Town of Avon and the Design Workshop team as a guide and reference during the design and construction phases of the Avon Transit Center project. This document will be made available to all project participants and will guide the project managers from notice to proceed through completion of construction administration. We believe that the development of a project work plan at project start-up is a fundamental and critical communication tool for achieving successful performance throughout our projects. The work plan sets forth standards to be followed, levels of detail to be maintained, budgets, deadlines, and protocols for communications, documentation, and quality. The work plan clearly informs the team at the beginning of the project about the scope, specific staff assignments, schedule, and budget. The project manager uses the work plan as an important tool to monitor progress and anticipate issues. Our approach in accomplishing your work will focus on effective communication, technical efficiency, product accuracy, responsiveness, and consideration given to stakeholder input. SCHEDULE The Design Workshop team is sensitive to project scheduling needs, particularly in the current climate of construction fund competitiveness with the level of work being implemented in the Eagle River Valley. Project team members are involved in developing schedules as part of our project start up, which generates a feeling of ownership among the staff, and a higher level of commitment to meeting deadlines. Our proposed schedule is as follows: Project Kickoff and Schematic Design (30% Design Submittal): October 1, 2005 through November 1, 2005 Design Development (60% Design Submittal): November 1, 2005 through December 10, 2005 Construction Documentation and Specifications (95% Design Submittal): December 10, 2005 through January 25, 2006 Full Bid Documents (100% Design Submittal): February 1, 2006 PROJECT MANAGEMENT AND TEAM COORDINATION Steven Spears of Design Workshop will coordinate the plans and specifications together from all other disciplines for all submittals. Design Workshop will provide overall project management and will be the direct contract for all consultants on the team and for the Town of Avon. Plans and other input will be coordinated with Otak (architecture), JKA (structural and civil engineering), BGCE (mechanical electrical plumbing), LSC (traffic and transportation), and Natural Logic (LEED). SCHEMATIC DESIGN (30% Design Submittal) Task I. Project Kick Off • Coordinate with your managers and staff, organize and conduct a team kickoff meeting with your key staff, the Transit System operators, and project stakeholders, as appropriate. • Confirm and distribute CAD standards to our team members; reconcile any differences in CAD standards not already resolved (layering conventions, naming of layers, font sizes, text styles, line weights); and implement procedures to control the access to various X-Reference (X-Ref) drawings (this will assure that no more than one discipline will be updating an X-Ref drawing at any one time thus minimizing confusion and redirected effort). • Work with you to establish electronic links through e-mail and FTP sites for all project team members; and receive, inventory, and distribute electronic files of existing drawings to appropriate team members. • As part of our project management plan, establish and confirm the quality assurance/quality control procedures to be used; the plan will also establish a process for identifying project issues, an issues resolution process, and methods for reconciling conflicting design direction. • Establish with your manager, the format and schedule for progress meetings for the purpose of coordination and resolution of significant project issues. • Compile survey information for all utilities in the site and connections in the street. • Establish project team meetings schedule. • The Town of Avon will be responsible for a geotechnical report prior to design. A high priority for the design team will be collecting information needed relating to structures, property lines, topography, utilities, and station location issues as early as possible in the schedule. We anticipate a project kick off meeting with Town Staff, Town Officials, Eco Transit, Beaver Creek Transit and Avon Transit. Task IL• Transportation Planning Support • Assistance in programming, including number of bus movements per day, number of passengers per day, number of passengers at peak time. • Review of OTAK draft and final plans regarding traffic circulation and parking layout. • Review of impacts on traffic movements on adjacent streets • Identification of appropriate bus ingress/egress routes • Evaluation of driver sight distances • Assessment of pedestrian crossing location and appropriate controls • One on-site meeting to discuss/present preliminary plans Task III: Traffic Engineering Support • Development of conceptual plan layouts and circulation plans for bus parking areas • Evaluation of intersection and cross-section options (including on-street parking) along Benchmark Road Development of overall circulation plan Calculation of ESALs for pavement thickness One on-site meeting Task IV. Schematic Design and Programming This submittal will include transit center building design drawings of bus shelters, transit center building plans and elevations, building program, pedestrian access and connections, plaza and water feature design, wayfinding and signage, lighting, materials plan, grading plans, landscaping and irrigation, LEED certification/design, sections and diagrams, and presentation material needed to convey information to Staff, Council and the public. A bus transportation plan and traffic analysis will be conducted as needed to test access and egress for buses based upon the selected concept. Full scale mock-ups of the selected site concept can be developed to test bus operations and maneuvering with bus operators at a City owned open parking lot with cones and painted markings. At the completion of Schematic Design and Programming, we recommend that the Town of Avon select a cost estimator to allow the project to be estimated against the Town's budget as the design is more refined in Design Development and Construction Documentation. Task IV.• Design Review Presentation drawings including plans, perspective sketches, elevations, sections and models will be prepared for the Town of Avon Community Development Department. Design review meetings will be held to review the building design and selected site plan. At the heart of a successful project are the reviews and feedback to the design team. These reviews range from the informal to the formal, by the owner, the regulatory agencies, the utility companies, the design team, and the community. Opportunity for review allows key stakeholders to add knowledge and wisdom to the benefit of a major public investment. For this phase of work, opportunity for review and input begins with the gathering of information and input from the owner and project stakeholders on existing conditions, standards, criteria, and policy. At the community level, communication about the project invites feedback on the look of the project and the values the community wants expressed in its investment. Design Workshop will include the concept designs on the project web site. For the design team, feedback will be on a daily basis, integral with the work being performed, and provided by those with the most experience, from owner representatives, to technical managers of the City of Avon. DESIGN DEVELOPMENT (60% Design Submittal) This submittal includes drawings, plans, sections, details special provisions, and supplemental technical specifications. It will also include a narrative discussion on the course of the design work including documentation on decisions made, decisions needed on outstanding issues, and recommendations to resolve those issues. Drawings will have incorporated review comments where applicable. The 60 percent documents will have developed all of the major design elements and design decisions including canopy designs, bus stop element locations, lighting locations, interior plans and room sizes for the building, LEED certification/design, wayfmding and signage plans, material paving plans, grading plans, irrigation plans, landscaping plans and plant lists, water features and art concepts and design drawings. Civil site plans, details and utility plans will be included. Mechanical, electrical, plumbing, and structural drawings will be included. Also included with this submittal will be an updated cost estimate in accordance with the proposed bid item list and coordinated with Town of Avon's standard specifications. This submittal shall be complete to the degree that it allows reviewers to understand and comment on the full scope of the work, and that contingencies on any one item are less than 15 percent (10 percent on significant items). Included with this submittal will be an updated cost estimate in accordance with the proposed bid item list and coordinated with the Town of Avon's standard specifications. CONSTRUCTION DOCUMENTATION AND SPECIFICATIONS (95% Submittal) This submittal will include all drawings, special provisions, technical specifications, and updated cost estimates. Only items of minor significance will remain to be completed. All submittal documents will have incorporated or resolved 60 percent and other informal review comments. Unresolved comments will be identified and addressed and reports and studies will be submitted in a final format. Proposed bid items and quantities will be submitted along with the final estimate, formatted to agree with the bid items. FULL BID DOCUMENTS AND SPECIFICATIONS (100% Submittal) This submittal will include the original and electronic file version of all of the contract documents, including the bid item list and the final engineer's cost estimate, ready for bidding the work. Submittal items will be stamped and sealed as appropriate. Drawing check prints, along with sealed original calculations, and cost estimating backup information shall also be provided. BIDDING AND NEGOTIATION The Design Workshop team will assist you with bid support services necessary to bid and award the construction contract. These services will include responding to bidder's questions and updating drawings and specifications during the bid phase. Other services will include: • review of the bid documents • attend the pre-bid conference • provide design clarifications • provide addenda to the bid documents as may be required ASSISTING IN CONSTRUCTION OBSERVATION The consultant will assist Town of Avon staff and construction administration with design services during construction as additional services. These services will include: • review of submittals including shop drawings • provide design clarification and decisions as required and requested by Town of Avon for response to the construction contractor • attend periodic construction office progress meetings when requested by Town of Avon • when requested, perform periodic field visits during construction to observe construction progress and document any relevant observations to the Town of Avon Assumptions There will be only one contract bid package. The Town of Avon will provide construction management and inspection services. As-built drawings will be prepared by others (either Town of Avon, or the contractor). COST ESTIMATING The Design Workshop team's estimating procedures will ensure that the estimates generated will be accurate and reliable. Throughout the design process the Design Workshop team will prepare estimates to support design reviews at each milestone: 30% Conceptual Design, Design Development and Final Design and during the bidding process. It is important that the work presented for bidding represents the best value for the City of Avon. The manner in which decisions are made and how pieces of the project are documented and detailed and fit the skill levels of the professional and technical staff associated with the work will have a large bearing on the ultimate costs of the project. Approaches and ideas for achieving competitive costs are outlined below: • Appoint team and task leaders with experience in packaging construction documents for this type of project, and for the many discipline interfaces present. • Simplify the project documents. • Try to utilize "off the shelf' materials in creative ways to stretch the budget. • Design to cost. • Provide bid alternatives. • Review materials and construction techniques with suppliers and contractors. Having a reliable construction cost estimate early in the design process is a critical component for the overall success of the project.
