Summary: During construction activities at the Avon Road Parking Lot, Located on
Tracts E and F, Block 2, Benchmark at Beaver Creek, numerous issues arose causing redesign
and rerouting of the storm sewer portion of the project. The major complication with storm
sewer installation is based on the original design utilizing a 24" diameter storm sewer line
running beneath the sidewalk adjacent to Avon Road. Since the retaining wall footers from
the railroad separated grade crossing were installed differently than indicated in the project
files on which the design was based, the 24" line will not fit down the sidewalk, and the storm
sewer line must enter the roadway.
Discussion: Change Order 008 includes the addition of bid items related to the
rerouting of the storm sewer onto Avon Road. These line items include, for example,
sawcutting, removing, and replacing asphalt in the roadway, curb and gutter removal and
replacement, and additional manholes and traffic control. Change order 008 is attached as
Item 1.
It should be noted that efforts will be made to avoid removal and replacement of curb and
gutter during storm sewer installation in Avon Road, but with the presence of a gas line
running parallel to the proposed 36" HDPE storm sewer pipe, the need may arise to remove
the curb and gutter. In addition, all efforts were made by staff and the design finn to avoid
cutting and excavating the newly paved roadway. Placing the 36" storm sewer pipe is the
most implementable solution as determined by staff and the project engineers.
Since the design changes have resulted in minor construction delays, and the new storm sewer
results in much slower production while excavating and installing storm sewer pipe in Avon

Road, Elam Construction has requested that the contract time be changed to end on
September 3, 2005 instead of August 5, 2005. In all likelihood, the project will be complete
and operational prior to September 3, with the exception of minor items.
Financial Implications: Change Order 008 as presented increases Phase I of the
Avon Road Parking Lot project from $139,100 to $204,898.50, resulting in a net increase of
565,798.50 in the construction contract with Elam Construction, Inc. The total contract value
of the 2005 Street Improvement Contract, the contract under which the parking lot
construction is fiinded, will change from 51,062,503.70 (pending approval of Change Order
007) to $1,128,302.20.
Recommendation:
Staff recommends approval of Change Order 008 to the 2005 Street Improvements contract
with Elam Construction, authorizing the addition of 565,798.50 to the contract with Elam
Construction, Inc. for construction resulting from the modified design of the Avon Road
Parking Lot storm sewer.
Proposed Motion:
I move to approve Change Order 008, increasing the construction contract with Elam
Construction, Inc. by $65,798.50 to the contract with Elam Construction, Inc. for construction
resulting from the modified design of the Avon Road Parking Lot storm sewer.

L.S. ($7,500.00 to $9,000.00) based on several design changes. Add Item 2.4, sawcut Avon
Road asphalt, 185 LF at $8.00/LF. Add Item 2.5, Curb and Gutter Removal, 160 LF at
$12.00/LF. Add Item 3.3, Asphalt removal and excavation in roadway, 2,000 SF at $4.00/SF.
Add Item 3.4, Class 6 road base under roadway, 140 TN at $24.00/TN. Add Item 3.5, Asphalt
replacement on roadway, 100 TN at $65.00/TN. Add Item 3.6, Curb and gutter replacement, 160
LF at $25.00/LF. Add Item 3.7, Reset pavers along sidewalk, 80 SF at $30.00/SF. Remove Item
4.3, Custom Manhole - 5 ft. dia. - Flat top and v-grate, 1 EACH at $5,000.00. Remove Item 4.4,
Custom Manhole - 4 ft. dia. - Flat top, 1 EACH at $3,000. Add Item 4.4a, 5 ft. dia. Additional
Manhole (Standard, 11.81' deep), 1 EACH at $5,500.00. Add Item 4.4b, 5 ft. dia. Additional
Manhole (Standard, 5.2' deep), I EACH at 54,500.00. Add Item 4.4c, 6 ft. dia. Manhole (cast in
place - tie into existing 42" storm sewer), 1 EACH at $12,500.00. Adjust Item 4.5b, 15-inch
HDPE storm sewer, from 57 LF to 50 LF, at $110.00/LF. Remove item 4.5c, 24-inch HDPE
storm sewer, 132 LF at $I 95.00/1-F. Adjust Item 4.5d, 36-inch HDPE storm sewer (onsite) from
324 LF to 349 LF, at $110.00/LF. Add Item 4.5e, 36-inch HDPE storm sewer (Avon Rd.), 130
LF at $245/LF. Add item 4.5f, 90 deg. elbow (I5-inch dia.), 1 EACH at $1,100.00. Add item
5.2, Additional traffic control for Avon Rd., 1 LS at $13,000.00. Exhibit A is an attached
spreadsheet with cost breakdown.
Justification: Significant field issues not apparent during the design phase of the project has led
to the need to re-route the storm sewer for the Avon Road Parking Lot from the previous location
of running down the sidewalk to excavating and placing the storm sewer in Avon Road. This
change resulted in the above changes to the storm sewer construction bid.
Change to CONTRACT PRICE: $ 65,798.50
Original CONTRACT PRICE: $ 1,068,560.70
Current CONTRACT PRICE adjusted by previous CHANGE ORDER: $ 1,062,503.70
The CONTRACT PRICE due to this CHANGE ORDER will be increased by $ 65,798.50
The new CONTRACT PRICE including this CHANGE ORDER will be $ 1,128,302.20
