03-11-2005 NORTHWEST COLORADO COUNCIL OF GOVERNMENTS ELEVATOR INSPECTION PROGRAM LETTER OF AGREEMENTNORTHWEST COLORADO COUNCIL OF GOVERNMENTS ELEVATOR INSPECTION PROGRAM LETTER OF AGREEMENT Background: In 1992, Building Inspectors in Region XII approached the Northwest Colorado Council of Governments Board of Directors and requested the implementation of a regional elevator inspection program. After analyzing the need, costs and safety value of the program the NWCCOG Board decided that regional sponsorship is appropriate and the program will be a valuable service to our membership. Purpose: The purpose of the program is to enforce the American National Standards Institute (ANSI) A17.1-1 Safety Codes for elevators, escalators, dumbwaiters and moving walks. Annual inspections for all conveyances are required to comply with the UBC (Universal Building Code) and the IBC (International Building Code) which are adopted by local jurisdictions. Staff: NWCCOG employs two full-time, certified elevator inspectors. Letter of Agreement: In 2004,1,139 conveyances were inspected by NWCCOG. Inspections are only conducted in jurisdictions that had signed a letter of agreement with NWCCOG. NWCCOG invoices building owners directly for the annual inspection fee. In 2005, NWCCOG must increase its inspection fee for the first time in its 12-year history to cover a $20,000 increase in general liability insurance premiums. To cover this increase in insurance premium, the NWCCOG Executive Committee has approved an increase in elevator inspection fees of $20 per conveyance per year effective March 1, 2005: ♦ NWCCOG Member jurisdictions: ■ from $150 to $170 per year per conveyance for annual and semi-annual inspections of elevators, escalators or moving walkways ■ from $75 to $95 per year per conveyance for annual and semi-annual inspections of commercial dumbwaiters and platform lifts ♦ NWCCOG Non-Member Jurisdictions: ■ from $180 to $200 per year per conveyance for annual and semi-annual inspections of elevators, escalators or moving walkways ■ from $100 to $120 per year per conveyance for annual and semi-annual inspections of commercial dumbwaiters and platform lifts ♦ No increase on new installations Because of this change in fees, NWCCOG is asking each jurisdiction to update its letter of agreement. We ask that you review the enclosed document and have it signed by the proper authority if you would like to start or continue this service in your jurisdiction. NORTHWEST COLORADO COUNCIL OF GOVERNMENTS ELEVATOR INSPECTION PROGRAM LETTER OF AGREEMENT NWCCOG agrees to provide an inspector to conduct elevator and escalator safety inspections in your community and an annual programmatic and fiscal report. NWCCOG is responsible for verifying the credentials of the inspector and the inspector shall be an employee of NWCCOG. NWCCOG is responsible for all accounting aspects of the program including invoicing $170.00 for each elevator/ escalator annually or $95.00 for each dumbwaiter/ lift annually to building owners for the required number of inspections per year and issuing certificates once a year. These new rates become effective March 1, 2005. You have adopted or will adopt the current American National Standards Institute (ANSI) Safehj Code for Elevators and Escalators in the form of a local ordinance. You agree to assist the inspector while he works in your jurisdiction and to specify the level and type of authority to be assumed by the inspector while working in your jurisdiction. You may appoint one representative to serve on the NWCCOG Elevator Inspection Program Advisory Committee that establishes operating rules and oversees the program. You agree to provide a 30-day written notification to NWCCOG of your intent to withdraw from this program. NWCCOG assumes no liability for any costs, damages, claims or other actions that may be brought by third parties against any municipality or county for any occurrence or injury arising out of the operation of any elevator. Scheduling of the inspector occurs following receipt of this signed agreement. Please sign below and return to NWCCOG at your earliest convenience in order to become a participant in the elevator inspection program. We will send you a copy for your files. You will be provided with a 90 day written notification if, for any reason, NWCCOG decides to discontinue this service to the membership.
