b. Public Hearing on Resolution No. 11-06, Series of 2011, Resolution to amend the 2011 Town of Avon
Budget (Scott Wright, Assistant Town Manager Finance) Review proposed amendments to the General
Fund, Fleet Maintenance Enterprise Fund, and Transit Fund; adjustments to the funds as related to
personnel savings, additional expenditures, transfer, revenues, etc.
c. Public Hearing on Resolution No. 11-07, Series of 2011, Resolution to amend the 2011 Town of Avon
Capital Projects Fund Budget (Scott Wright, Assistant Town Manager Finance) Review proposed capital
projects fund supplemental budget amendment with changes to some of the following: real estate
transfer tax revenues, carryover of unexpended project funds from 2010, and operating transfer out –
debt service fund

Establish a Written Procurement Policy (Justin Hildreth, Town Engineer, Scott Wright, Assistant Town
Manager Finance) Review Resolution that Adopts Proposed Procurement Policy as required by the
Federal Transportation Administration for the Swift Gulch Project
e. Resolution No, 11-03, Series of 2011, Resolution Approving the Grant Agreement between the Town of
Avon and the State Board of the Great Outdoors Colorado Trust Fund for Local Parks and Outdoor
Recreation Special Opportunity Grant 11119 for the Eagle Valley Trail Bridge over the Eagle River at
Avon Road (Jeff Schneider, Project Manager) Review resolution that approves the grant agreement
awarding $497K of GOCO funds for the construction of the bridge (requires 2/3 majority vote for
approval)
7. NEW BUSINESS
a. Intergovernmental Agreement between Town of Avon and with Eagle County, Colorado, Concerning the
Avon to Eagle-Vail Recreational Trail Project (Jeff Schneider, Project Manager) IGA that forms
partnership in project funding, management of tasks, and project ownership; project that constructs
pedestrian and bicycle trail from Avon Road to Eagle Vail on north side of HWY 6, and bridge that will
span Eagle River on east side of Avon Road Bridge
