Purpose and scope of this work session ( 2 minutes)
To discuss issues facing the Town and some tools for dealing with those issues.
Issues (20 minutes)
• Recent decisions indicate that our Comprehensive Plan, goals and policies don't entirely
reflect the Town's vision, particularly in the Town Core.
• Our zoning, subdivision, and design regulations aren't clear, nor are they always consistent
with the Comp Plan.
• Our parking regulations seem at odds with the desire to have a dense, vibrant Town Center.
• We have no adopted affordable housing strategy.
• The Planning & Zoning Commission is 90% design review board, and 10% P&Z.
• Redevelopment of existing neighborhoods is right around the corner.
• Town regulations, such as completing development projects as approved, should be applied
as fairly and consistently as possible.
Tools (30 minutes)
To tackle these issues, we need some tools:
• Re-establish a vision for the Town Center, including the Pedestrian Mall.
• Develop a comprehensive parking strategy for the Town Core.
• Revise the Comprehensive Plan to reflect the Town's,vision, and use it.
• Rewrite zoning and subdivision regulations for clarity and to implement the Comp Plan.
• Refine and articulate our housing strategy.
• Transfer residential design review functions to homeowners associations (i.e. Wildridge)
• Give staff more discretion in minor projects, subdivision approvals, and design changes.
• Simplify checklists for design approval.
