Summary of Request
Jeff Manley, Martin Manley Architect, (the Applicant) representing Les Boris (the Owner) of Lot
8, of the Western Sage Subdivision (the Property), has submitted a Final Design application for
a single-family structure with access off of Wildridge Road East (the Application).
The proposed three (3) story structure is approximately 7,500 gross square feet of floor area,
with an attached three (3) car garage. Staff is recommending approval of the Final Design
application.
Process
At its October 5`h, 2010 meeting, the Commission reviewed a Sketch Design for the Application.
The Commission made the following comments concerning the proposed design:
• The Town staff should provide more flexibility for driveway designs to reduce the overall
height of the proposed retaining walls;
• Provide more landscaping to screen the retaining walls and three story elevations; and
• Provide material samples to ensure similarity between the MSE and boulder retaining
walls.
The Application was submitted under the requirements of the previous zoning code, and is
permitted to continue processing pursuant to those regulations. The Western Sage PUD was
approved with its own design guidelines for Lots 1-5. Lot 8 is not encumbered by those
guidelines and therefore has been reviewed pursuant to the Town of Avon Residential,
Commercial and Industrial Desiqn Guidelines.
Property Description
The Property is legal described as Lot 8, Western Sage Subdivision, is 1.2 acres in size, or
52,315 sq ft, and is zoned for a single-family residence. The Property contains areas, primarily
located adjacent to the road, with steep slopes of fifty percent (50%) and greater. There is an
existing benched access road approximately ten (10) feet wide that may have been part of an
old ranch road. Below the benched area grades exceed forty percent (40%) for the duration of
the building envelope. The Property slopes downhill to the southwest and does contain a
platted non -developable area approximately one hundred and forty (140) feet from the front
property line that extends to the rear property line.
The Property is surrounded by properties zoned for duplexes, many of which are developed with
single family and duplex homes. All of the Western Sage PUD and Subdivision lots are zoned
solely for single-family homes many of which have already been constructed upon.
Policy Analysis
The application does not negatively affect the planning principals for District 24: Wildridge
Residential District as outlined in the Comprehensive Plan.
Planning Analysis
The Application does comply with all zoning requirements. The proposed building height is
thirty-four feet and nine inches (34'-9"), while the site coverage is eight and four -tenths percent
(8.4%). An Improvement Location Certificate (ILC) will be required to verify the height during
construction. The Application includes two (2) parking spaces and a twenty percent (20%) snow
storage area on the site plan. The landscaping also complies with the zoning requirements by
proposing eighty-eight percent (88%) of the entire lot landscaped and only ten percent (10%) of
the landscaped area irrigated. This irrigation is temporary drip irrigation that will be removed
once the landscaping is established.
The appearance of the proposed structure on the steep slope has been minimized by stepping
the building down to one (1) story on the front fagade, two (2) stories on the south and
southeast faces, and three (3) stories on the southwest face. The Application also complies
with the four -to -twelve (4:12) roof slope minimum by proposing mainly six -to -twelve (6:12) roof
slopes. The proposed exterior light fixtures are full cut off and comply with the Outdoor Lighting
Ordinance.
The Application proposes seven (7) separate retaining walls. Six (6) of the retaining walls will
be constructed from boulders with a maximum height of six (6) feet, while the seventh wall will
be constructed using MSE blocks. The applicant does not have the specific colors for the
boulders therefore cannot match them to a MSE block color. Staff recommends that the
applicant provide the PZC with examples of the boulders and MSE blocks prior to building
permit. The engineering department has made comments regarding the proposed retaining
walls that are outlined below.
Engineering Analysis
The Engineering Department has made five (5) comments on the application. They are as
follows:
• Structural plans and calculations for the MSE and Boulder walls that support the
driveway must be provided before a building permit will be issued. The plans and
calculations must be stamped by a structural engineer registered in the State of
Colorado.
• Installation of retaining wall structural elements (e.g. geogrid, underdrains) should be
inspected by TOA engineering staff prior to backfilling periodically throughout
construction to verify conformance with approved plans.
• The grading of the site access shall be inspected by TOA engineering staff prior to
paving to ensure compliance with the approved layout.
• Erosion control facilities are subject to inspection and erosion control blanket shall be
installed on all disturbed slopes 3:1 or greater.
• Prior to TCO, a stamped letter shall be submitted to TOA by the project geotechnical and
structural engineers certifying that the retaining walls were constructed in conformance
with the approved plans.
Each of the engineering issues require compliance prior to building permit, during the building
permit, or prior to a TCO or CO inspection. Staff recommends that the PZC apply these
conditions as conditions of approval.
Design Review
The Application proposes to use stone, vertical and horizontal wood siding and stucco as the
primary exterior building materials. The elevations also include stone caps, wood trim, and the
use of asphalt shingles as the roofing material. The materials will be finished with the following
colors, as seen on Exhibit B: Stucco — "STO Amarlla" (#3003); horizontal wood siding — "Porter
Dark Oak" (#925); Vertical wood siding — "Porter Ginger" (#935); wood trim — "Porter Black Oak"
(#712) and Oklahoma Brown Straightedge for the stone.

As seen on the plans, Sheet 1-1.1, a majority of the landscape material is located north and
northeast of the structure. The applicant has proposed a significant number of plantings in this
area to help screen the retaining walls to the north of the structure. The applicant has also
stated that the ten (10) sagebrush and five (5) rabbitbrush shrubs will be randomly placed
throughout the disturbed area to help feather the removal of sagebrush from the disturbed
areas.
Recommendation
Staff recommends APPROVAL of this Final Design application for Lot 8, Western Sage PUD
and Subdivision, subject to the criteria and corresponding findings listed in this report, and with
the conditions listed in the recommended motion below.
Recommended Motion
"I move to approve this Final Design application for construction on Lot 8, Western Sage PUD
and Subdivision, with the following conditions:
1. Samples of the boulder retaining walls and MSE walls are provided to the PZC for
approval prior to issuance of a Building Permit.
2. All retaining walls outside of the property lines must be approved by a ROW permit prior
to construction.
3. Structural plans and calculations for the MSE and Boulder walls that support the
driveway must be provided before a building permit will be issued. The plans and
calculations must be stamped by a structural engineer registered in the State of
Colorado.
4. Installation of retaining wall structural elements (e.g. geogrid, underdrains) should be
inspected by TOA engineering staff prior to backfilling periodically throughout
construction to verify conformance with approved plans.
5. The grading of the site access shall be inspected by TOA engineering staff prior to
paving to ensure compliance with the approved layout.
6. Erosion control facilities are subject to inspection and erosion control blanket shall be
installed on all disturbed slopes 3:1 or greater.
7. Prior to TCO, a stamped letter shall be submitted to TOA by the project geotechnical and
structural engineers certifying that the retaining walls were constructed in conformance
with the approved plans.

COMMENTS: The following comments are in response to my review of the
above referenced Final Design Submittal
1. Structural plans and calculations for the MSE and Boulder walls that support
the driveway must be provided before a building permit will be issued. The
plans and calculations must be stamped by a structural engineer registered in
the State of Colorado.
2. Installation of retaining wall structural elements (e.g. geogrid, underdrains)
should be inspected by TOA engineering staff prior to backfilling periodically
throughout construction to verify conformance with approved plans.
3. The grading of the site access shall be inspected by TOA engineering staff
prior to paving to ensure compliance with the approved layout.
