PZC Packet 081611Memorandum To: Planning and Zoning Commission From: Jared Barnes, Planner I Date: August 16, 2011 Meeting Re: Wolff Residence Material and Color Change Modifications Summary Todd Labine, Labine Builders, and Fred Wilson, Morgante Wilson Architects, representing Ted Wolff (the owner) are requesting a material and color modification for the structure under construction. The modification includes new materials for the roof as well as new colors for the walls, stone and trim. At their August 3rd, 2010 meeting, the Planning and Zoning Commission (PZC) approved the Final Design application with conditions. One of those conditions required that the PZC review any proposed modification from the approved asphalt roof material. Attached to this staff memorandum is a vicinity map (Attachment A), and a material and color board (Attachment B). Policy Review The following Development Code standards apply to the proposed changes: Colors §7.28.090(c)(3), Building Materials and Colors: e. Indigenous natural or earth tones, such as brown, tan, grey, green, blue, or red, in muted, flat colors with an LRV (Light Reflective Value) of sixty (60) or less are required. § 7.28.090(d) Generally Applicable Design Standards (4) (iv) Materials and Colors Exterior colors should be subdued natural colors or earth -tone finishes which reflect and compliment the hillside setting of the subdivision and which do not stand out from the site. Inappropriate exterior colors include bright and pastel colors such as pinks and peaches and colors which are hot or reflective such as the primary colors. Contrasting color accents shall be kept to a minimum. The approved colors for the Wolff Residence are: ThoroCoat Fine "Navajo White (402) for the stucco, MinWax "Special Walnut' stain for the wood trim and garage doors, "slate" colored asphalt shingles for the roofing, and a tan colored Colorado Moss stone. The proposed materials to the roof include both materials and colors. The proposed roof material is a stand seam metal roof in "Dark Bronze" with an LRV of 27.7. The proposed stucco color is ThoroCoat Fine "Putty Tan" (431), while the proposed wood trim and garage doors are Cabot "Burnt Hickory". Overall the proposed colors appear to be darker than the original approval, while the stucco color has more of a tan hue to it. The final proposed modification is to the stone, which a grey blend is proposed instead of the approved tan blend. A physical color and material board will be available for Commissioner review at the meeting. Staff Recommendation Staff recommends that the Planning and Zoning Commission approve the color change for the Lodge at Avon Center. Attachments A. Vicinity Map B. The modification includes new colors for the roof, walls, and railings. The proposed colors are as follows: Sherwin Williams "Night Owl" (SW7061) for the roofs, railings, window trim and lower wall accent color; Sherwin Williams "Whole Wheat" (SW6121) for the main stucco wall color; Sherwin Williams (Roycroft Suede" (SW2842) for the upper stucco walls color; Sherwin Williams "Portabello" (SW6102) for the wing walls and another lower wall accent color. Attached to this staff memorandum is a vicinity map (Attachment A) and a rendered elevation (Attachment B). Policy Review The following Development Code standards apply to the proposed changes: Colors §7.28.090(c)(3), Building Materials and Colors: e. (6) Color. Materials and finishes should be composed to provide balanced designs that are appropriate to each style and context. In general, large areas of bright colors should be avoided, although strong accent colors can be successfully used. The existing colors for the Lodge at Avon Center are a blue-green roof, light tan and white stucco colors, and tan for the railings. The proposed colors are all darker than the existing colors and comply with the color requirements listed above. The roof and railing color, "Night Owl' has a LRV value of 13, which is compliant with the code requirements. The applicant has indicated that the proposed color changes will be phased in over the course of two years, with the roofs and railings being completed this summer and the stucco being painted next summer. Samples of the proposed colors are painted on the southeast corner of the building for Commissioner review. Rendered Color Elevation Page 1 Memorandum To: Planning and Zoning Commission From: Matt Pielsticker, Planner II Date: August 16, 2011 Meeting Re: Boris Residence Design Modifications Summary The Final Design for the Boris Residence (Lot 8, Western Sage PUD) was approved by the Planning and Zoning Commission on December 7, 2010. The project Architect, Jeffrey Manley of Martin Manley Architects, is proposing design modifications to the approved Development Plan. The attached materials highlight the proposed changes. To summarize, the applicant is requesting approval of the following modifications: 1. Light Fixtures. Replace the existing approved Kichler contemporary style wall fixtures with Hammerton brand sconces with Mica finish. KICHLER LIGHTING f: Existing Approved Proposed 2. Color Change. Change all Board -and -Batten siding color from "935 Ginger" to "930 Brick Red" Color. The color and material board will be available at the meeting for review. 3. Access & Retaining Walls. Reconfigure driveway access to be offset with 11 degree deflection, and 45 degrees passing through the 10' Maintenance and Snow Storage Easement. The MSE retaining wall would be removed and there would be three 6' retaining walls supporting the new driveway configuration. See attached plans and profiles. 4. Windows. Reconfigured Master Bedroom windows. See attached plans. 5. Garage Doors. 9' Tall proposed, instead of currently approved 8' doors. Door Cladding is to be changed and small faux doors above garage doors to be removed. 6. Entry Door. New arched design for the front door to building. See attached sketch design. Policy Review The following Development Code standards apply to the proposed changes: Light Fixture § 15.30.040 General outdoor lighting standards. Page 1 (f). Luminaires (light fixtures) that have a maximum output of one thousand (1,000) lumens per fixture (equal to one [1] sixty -watt incandescent light), regardless of the number of lamps, provided: 1. The bulb of the fixture is not visible; 2. The fixture utilizes frosted, opalescent, clear or iridescent glass; 3. The fixture has an opaque top or is under an opaque portion of the building structure; 4. If the fixture utilizes clear glass, the output of the fixture must be shielded by the architecture of the structure; and 5. All fixtures must not cause glare or light trespass beyond the property. The general intent of the retaining wall standards are to reduce the necessity for excessive grading and encourage stepping of driveways and buildings with the natural grade. (b) Standards (1) Retaining walls may be utilized only where finished grades cannot meet the recommended standards of this Development Code due to naturally occurring topography and other site development constraints. (2) Retaining walls over four (4) feet in height shall be designed with a series of retaining walls with landscaped terraced steps. The width of the terrace between any two (2) four (4) foot vertical retaining walls shall be at least three (3) feet. Retaining walls higher than four (4) feet shall be separated from any other retaining walls by a minimum of five (5) horizontal feet. Terraces created between retaining walls shall be permanently landscaped. (3) A retaining wall shall not exceed seven (7) feet in height unless approved by the PZC and it is demonstrated that no alternative site layout is functional. (4) The design of retaining walls shall be constructed of materials compatible with the site and materials of the structures on the site. Retaining walls and cribbing should utilize natural materials such as boulders, cut rocks, stone -veneer, or textured, color tinted concrete. Timbers and railroad ties are prohibited as retaining wall materials. Where two (2) alternatively designed retaining walls meet, a cohesive transition between walls must be demonstrated. (5) Walls over four (4) feet in height or any wall supporting a vehicle load or structure, shall be structurally designed and certified by a Colorado licensed professional engineer. Windows/Garage Doors/Entry Door: § 7.28.090 (e) Design Standards for the Wildridge Subdivision (3) Building Design (i) Buildings shall have street -facing architectural details and elements which provide a human scale to the fagade. Flat, monotonous facades shall be avoided. August 16, 2011 PZC Meeting Page 2 Staff Recommendation If the Planning and Zoning Commission approves the revised access and associated boulder retaining walls, Staff recommends that the Commission reiterate the following conditions of approval (from 12/7/10 approval): 1. Structural plans and calculations for the Boulder walls that support the driveway must be provided before installation. The plans and calculations must be stamped by a structural engineer registered in the State of Colorado; 2. Installation of retaining wall structural elements (e.g. geogrid, underdrains) should be inspected by TOA engineering staff prior to backfilling periodically throughout construction to verify conformance with the approved plans; 3. The grading of the site access shall be inspected by TOA engineering staff prior to paving to ensure compliance with the approved layout; and 4. Prior to TCO, a stamped letter shall be submitted to TOA by the project geotechnical and structural engineers certifying that the retaining walls were constructed in conformance with the approved plans. We believe that the more natural material of the boulders is an improvement on the design. Sheet A2.2 and A2.3: The windows at the Great room and at the Master Bedroom have changed in configuration, but not in glass surface area. Sheet A3.1, A3.2, and A3.3: The windows at the Great room and at the Master Bedroom have changed in configuration, but not in glass surface area.
