RESOLUTION 22-32
SUPPORTING THE RECYCLING RESOURCES ECONOMIC
OPPORTUNITY (RREO) GRANT APPLICATION
WHEREAS, the Town of Avon ("Town') is a political subdivision of the State of Colorado,
and therefore an eligible applicant for the Recycling Resources Economic Opportunity
("RREO") grant awarded by the Colorado Department of Public Health and Environment
("CDPHE"); and
WHEREAS, the Town is highly committed to waste reduction and diversion from the Eagle
County Landfill; and
WHEREAS, the Avon Recycling Center, operated by Eagle County, is estimated to save
approximately 95 tons of commingle materials, 125 tons of cardboard, and 45 tons of paper per
year. The Avon Recycling Center is the last free recycling site to be upgraded with a cardboard
compactor, which has 16 times more capacity than a loose cardboard container; and
WHEREAS, the Town supports expanding the infrastructure of Styrofoam processing to
facilitate the implementation of Ord.21-05 and to divert foam products from the Eagle County
Landfill; and
WHEREAS, the Town will submit a Grant Application for the RREO grant to upgrade the Avon
Recycling Center with a cardboard compactor and a Styrofoam compactor, requesting a total of
$187,000; and
WHEREAS, the Recycling Center upgrade will compliment the implementation of Ord.22-13,
the Recycling Ordinance as it becomes effective in November 2023.
WHEREAS, the Town supports the completion of the project if a grant for the design
component is awarded by the CDPHE.
NOW, THEREFORE, IT IS RESOLVED BY THE TOWN COUNCIL OF THE TOWN
OF AVON, COLORADO, THAT:
Section 1. The above recitals are hereby incorporated as findings by the Town.
Section 2. The Town Council of the Town of Avon will authorize the expenditure of funds
necessary to meet the terms and obligations of any grant awarded pursuant to a Grant Agreement
with the CDPHE.
Section 3. If a grant is awarded, the Town of Avon hereby authorizes the Mayor or Mayor Pro
Tern to sign a Grant Agreement with the CDPHE.
