Public Comment 04-10-2018 Town Owned PropertiesTo: Avon Town Council From: Bette Todd Re: Town Owned Properties Plan Amendments Lot E Dear Mayor Fancher and Avon Town Council, Among the amendments to the Town Owned Properties Plan you will consider on Tuesday night are changes permitting workforce and temporary housing on Lot E, the "School Site." I strongly urge you to delete the changes to page 50, 52 and proceed with the plan for the school site as originally proposed and as presented to the public during the outreach process The Town Owned Properties Plan document claims to be the result of significant public outreach and input. Yet, temporary housing on Lot E was not a use considered or discussed during the public survey or outreach process. Nor did workforce or temporary housing on Lot E appear in the document until a few days ago. It appears, Town Council inserted this use at the March 27, 2018 Town Council meeting and placed it as a Phase 1 use, displacing those uses supported and discussed throughout a more than yearlong public process. This action undermines the integrity of that process and the document itself. Exactly what is temporary housing? There is no definition of "temporary" or "temporary housing" in the town code. Is temporary six months? Two years? Six years? Twenty years? Once a use is in place on town land, it may be very difficult to displace people from a temporary home of any type. The use may become a de facto use should the school district fail to proceed with a school on the site. There was mention of "tiny houses" at the March 27, 2018 Town Council meeting as a possible example of temporary housing. Could temporary housing also be trailers? I believe public land and public tax monies should not be used to support private housing, even temporarily. When the town is fortunate to receive land as part of a development agreement, the land should be preserved for a public use. Public parcels of land are precious and can be a huge asset in making the town a quality place to live. The uses originally suggested and supported by outreach respondents, park and/or community garden, are appropriate uses for public land. There is plenty of land in Avon already zoned for high density housing. A development request for high density housing is on Tuesday night's agenda. The town just received another request for high density housing on the Highway 6 parcel. It is just a matter of time before the town will be filled with plenty of housing. The Town of Avon does not need to be in the housing business. It is unlikely that any of the impacted homeowners who back to Lot E know of the last minute changes to the land use. If not at the March 27, 2018 meeting, one would have to read through the 500 page Town Council packet to discover these changes on pages 472-475. Please respect the integrity of a long community outreach process and approve language for the Town of Avon Town Owned Properties Plan that does not include temporary or workforce housing as a suggested land use for the school site. The community deserves better. As I have lived on this street for 22 years now, this is the one of the last things I want to see proposed for this site. I think there are far better choices for this parcel and I'm sure the majority of the residents on Eaglebend feel the same had they been properly informed of this. I want it be known that I totally oppose this choice for this site and feel this is not in the best interest of Avon and/or the neighbors. My family has lived at 5270 Eaglebend Drive for over 23 years. Understanding that progress and development is inevitable, poor development isn't acceptable. I truly believe the impact this type of development next to our family home will have is only a negative one .... From property values going down to increased foot traffic on our very quiet street to transients in our mainly full time neighborhood. I would like to be on the record as opposing this development. I realize that space and funding are the foremost considerations when it comes to a project of this magnitude. This is why I am emailing both of you and copying friends from both town councils. What would a collaborative effort look like between Vail and Avon? Avon has the potential land for a project this large, with the relocation of town offices, and Vail has more working capital. I imagine a substantial fundraising effort could supplement construction costs. What would it take to bring something like this to the Vail Valley? A pool of this magnitude would service all High School Swimming in the area - we currently have no year round competition ready pools outside of the Glenwood Springs Recreation Center. In addition to supporting High School Swimming from East Vail to Gypsum, a facility of this size would be large enough to support USA Swimming as well as Masters Swimming in the entire Vail Valley. The Valley has outgrown the Avon Recreation Center. Our population has almost doubled since 1995 and the swim program in the Vail Valley is starting to take off. We no longer have the capacity to serve the USA Swim teams, Masters Swim Programs and the leisure swim community. This does not account for any High School Swim programs which we are currently pursuing. USA Swimming competitions in pools of this size attract 200+ swimmers per meet from the Western Slope teams alone. Our location puts us between Denver and Grand Junction. Denver meets fill up in a matter of days and bring 300+ swimmers and their families. These 3 day meets would bring hundreds of families to the valley, filling local restaurants and hotels. A facility like this (at altitude) could attract collegiate teams and Olympic athletes looking for a competitive edge to their racing. Triathletes from around the world would travel here to attend Josiah Middaugh's World Class Triathlon Camps. Swimmers from around the world will travel to Vail's High Altitude Swim Camps each Summer. We could also propose an attached Olympic size Ice Arena similar to the Aspen Recreation Center's setup. Ice time in the Vail Valley has always been a challenge. This too would bring more $'s to the Valley in the form of tournaments/camps, etc. Thank you for entertaining the possibility. Your time and friendships are invaluable. I love this community.
