The project received generally favorable comments. The proposed residence is on one level and contains 5,500 square feet of living area, plus a 2 -car garage. Exterior materials consist of naturally rusted metal and colored concrete. The overall form of the structure is low, with a flat roof and pitched gabled roof accents. The lot straddles a ridge making it quite prominent within the neighborhood. The site's front (north) half was leveled during the construction of Wildridge Road. The residence would be located below this bench on a slope of approximately 20%. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. Allowed use: Conforms with the allowed residential use. Density: Single-family use conforms to this lot's two dwelling unit designation. Lot Coverage: The proposed 14% of building coverage conforms to the 50% maximum. Setbacks: The residential structure dose not proposed any encroachments. However, the walls of the entry gate appear to encroach into the side yard setback. Easements: No proposed encroachments and proposed grading in the 10' Slope Maintenance and Snow Storage Easement is acceptable. Building Height: The largest scaled height of 31 feet on the south elevation conforms to the 35 -foot maximum limit. Grading: Most proposed grades conform to the maximum of 2:1 slope guideline, with the exception of the drainage swale near the parking apron. Grading for this area must conform to Town standards. The proposed driveway grades conform to Town standards. Snow Storage: Submitted plans show snow storage area equal to the minimum standard of 20% of the proposed impermeable surface area. Landscaping: Proposed landscape materials appear suitable. However, staff landscaping should be provided for the project's southern elevations. Large indigenous shrubbery, such as Service Berry, is suggested. Additionally, an automatic irrigation system should be installed to reduce water consumption and better ensure landscape material survival. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. The proposed exterior materials consist of naturally rusted metal and colored concrete. Town design guidelines state that these material types will only be permitted by specific Commission approval. These proposed materials are unique to the subdivision, but do seem to meet the criteria of being high quality, durable, and low maintenance. Furthermore, the applicant states that these materials are meant to "blend" with this site's natural surroundings, to which staff agrees. Staff is, however, concerned with the potential reflectivity of the copper flashing, fabricated metal, chimney caps and scuppers as well as the aluminum sunscreens. The applicant should provide evidence as to the lack of reflectivity of these proposed materials. 3. The compatibility of the design to minimize site impacts to adjacent properties. The proposed project will have minimal site impacts upon adjacent properties. 4. The compatibility of the proposed improvements with site topography. The proposed structure is designed to follow the site's downward sloping ridge. Placing the structure higher on the site would reduced site disturbance, however, this would increase the structure's visibility. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The project's visual compatibility in terms of its proposed materials and overall design constitute the major design review considerations. As mentioned above, staff supports the proposed materials. In terms of the structure's proposed architecture, the predominately flat roof accented with steeply pitched gabled elements is unique to the neighborhood. However, staff believes that its low profile and responsiveness to the site's topography creates a compatible design to both its particular site as well as the surrounding neighborhood. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. Staff believes the proposed structure will be a compatible addition to the Wildridge neighborhood. However, staff feels strongly that the introduction of private security gates into the neighborhood present a variety of problems. The use of security gates for individual residential projects will impede emergency and fire response affecting not only to these particular projects, but potentially produce fire spread to other properties during periods of high fire danger. Secondly, staff believes the use of individual security gates diminishes the appearance of an inviting neighborhood, and instead increases the feeling of a separate collection of residences. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Generally conforms to the adopted Goals, Policies, and Programs for the Town of Avon. It should be noted that the combination of the extremely long narrow driveway, the private security gate, the lack of on-site maneuverability for fire \ rescue apparatus, and the distance of the nearest fire hydrant will hinder emergency or fire response. To help mitigate this concern it is strongly suggested that sprinkler, detection, and monitoring systems be installed. Staff Recommendation Based upon the project's general conformance with the above design considerations, staff recommends approval of this project with conditions. Recommended Motion Approve the Final Design of the single-family residence for Lot 34, Block 4, Wildridge Subdivision, as presented on the plans dated "Received" September 10, 1997, with the following conditions: 1. The security gate be eliminated. 2. The entryway wall be removed from any setback. 3. An automatic irrigation system shall be installed for the purposes of water conservation and increased landscape material survival. 4. Copper flashing, fabricated metal, chimney caps, and scuppers as well as the aluminum sunscreens require staff approval. 5. All meters will be placed upon the building. 6. It is strongly suggested that sprinkler, detection, and monitoring systems be installed.
