The Planning & Zoning Commission conducted a concept review on July 8, 1997 with the following general comments: 1. Provide a complete landscaping solution around the structure. 2. Investigate continuing the rock base around the entire structure. 3. Provide consistent window headers and sills (i.e. south elevation). 4. Concern with potential soot stains on stucco from gas fireplace B -vents. The site slopes down from Wildridge Road West at an extremely steep grade, averaging approximately 42%. The site faces southeast with excellent solar exposure and views of Beaver Creek and New York Mountain. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. • Allowed use: Conforms with the allowed residential use. • Density: Single-family use conforms with this lot's 2 dwelling unit designation. • Lot Coverage: The proposed 8% of building coverage conforms with the 50% maximum. • Setbacks: No proposed encroachments. • Easements: No proposed encroachments and proposed grading in the 10' Slope Maintenance and Snow Storage Easement is acceptable. • Building Height: The largest scaled height of 34' 10"on the south elevation conforms with the 35' maximum limit. • Grading: All proposed slope grades conform with the maximum of 2:1 slope guideline and the proposed driveway grades conform with Town standards. Staff suggests the driveway be a minimum of 12 feet wide. • Parking: The two (2) garage and the one (1) surface parking spaces conform with the required three (3) spaces. • Snow Storage: Submitted plans show snow storage area equal to the minimum standard of 20% of the proposed impermeable surface area. • Landscaping: Submitted landscape plan appears suitable. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. The structure will be constructed of materials that are compatible with the criteria of the town guidelines. It should be noted the stone base does not continue around the entire structure. Staff believes completing the stonework would create a better composition of materials, providing the structure a visual base contrasted with the stucco walls. 3. The compatibility of the design to minimize site impacts to adjacent properties. The proposed project will have minimal site impacts upon adjacent properties. 4. The compatibility of the proposed improvements with site topography. The main axis of the building runs generally parallel with the site's slope. Site disturbance appears acceptable. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The massing appears compatible and appropriate for both the site and the neighborhood. Again, staff believes continuing the stone base around the entire structure will enhance its appearance as viewed from throughout the subdivision. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. The structure's responsiveness to the site and limited site disturbance are compatible with the Wildridge Subdivision. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Generally conforms with the adopted Goals, Policies, and Programs for the Town of Avon. Staff Recommendation Staff recommends approval of this project with conditions. Recommended Motion Approve the Final Design of the residence for Lot 28, Block 1, Wildridge Subdivision as depicted on the plans dated "Received" July 23, 1997, with the following conditions: 1. All flues, flashing and galvanized metal will be painted to match surrounding materials. 2. All meters will be placed upon the building. 3. Automatic irrigation system will be installed. 4. During construction, a 2" deep gravel base of 3/4"aggregate shall be applied to the first 20'of the driveway, and shall remain until the driveway is paved. 5. The driveway be a minimum of 12 feet in width.
