Avon Road DesignFinal Design October 21,1997 Planning & Zoning Commission meeting Date Project Type Location Introduction October 17, 1997 Municipal Streetscape Design Avon Road from I-70 to SR6 Staff Report Attached for your review and comment is the final streetscape design for Avon Road. The streetscape plan includes a detailed landscape plan, pedestrian crossings and associated walkways, seating areas, lighting, bollards, signs, sculpture and other public art, and entry features such as flagpoles. Once Town Council has approved the Final Design, construction documents will be prepared. The streetscape improvements will be constructed in two phases: • Phase I, to be completed in 1998, includes all improvements shown on the Master Plan except the water features and half of the street furnishings. • Phase I1, to be completed in 1999, includes the remaining street furniture and the water features. The Master Plan was refined based upon feedback from the public; the Planning and Zoning Commission review of the concept plan on August 19, 1997; the Mayor's Breakfast; and further direction from Town Council. Following are the list of comments made by Planning and Zoning Commission members at the concept review, with a response to the comments. Following the comments are the responses by the design team. The Commission suggested the following: • Trees should be added to the roundabout islands. The trees have been planned based upon the space available without impeding site visibility. • Irrigation system should be designed for water conservation. The Town will design the irrigation system for water conservation. The water features will have re -circulating water. • Remove the sculptures from the center of the roundabouts. The sculpture locations are based on public input, comments from the Art Council and direction from Town Council. The sculptures are intended to provide an attractive focal point that will give Avon its' own unique identity. The roundabouts have been designed to allow safe pedestrian access. Safety features include bollards and retaining walls to separate the pedestrian areas from motorists. Landscaping has been placed to encourage pedestrians to cross at specific locations and encourage access to plazas and sculptures in safe locations. \\NTSERVER\FILE SERVER\P&Z\1997\102197\RoundaboutsFinal.doc Page 2 October 21, 1997, P & Z Meeting • Eliminate or move the pedestrian sidewalks away from Avon Road. The sidewalks have been designed based on site constraints and are placed as far back from travel lanes as right-of-way and other site constraints will allow. The sidewalks have been located back from Avon Road between West Beaver Creek Boulevard, to where they join the existing sidewalk north of Hurd Lane. Space was limited in other locations requiring the sidewalks to be located adjacent to travel lanes. • Consider wildlife statues instead of people statues. Although this comment may go beyond a review of the project for conformance with the design guidelines, it will be forwarded to the Art Council for consideration for new statues. Consider maintenance issues regarding the landscape (i.e. perennials instead of annuals). The landscaping includes perennials with annuals in limited areas as accents. The landscaping has been designed to be as low maintenance as possible. Town staff responsible for maintenance was included in the design process and their comments are reflected in the design. • Remove the Beaver Creek logo from the Highway 6 entrance. The roundabout provides a transition between the Town of Avon and and Beaver Creek. The Town of Avon sign in the roundabout identifies this as an entrance to the Town; likewise, the Beaver Creek logo identifies this as an entrance to Beaver Creek. • Eliminate the walk up feature in the Benchmark roundabout. Council would like to maintain the walk up feature to provide pedestrian friendly design and encourage pedestrians in the area. The design is intended to accomplish this in a safe way. • Relocate the seating and trash bins from the center of the round abouts. A built in seating area is located in the Benchmark Road roundabout. As discussed above, the area is designed to encourage pedestrian travel, and provides a separation between motorists and pedestrians. Design Review Considerations The Commission's Procedures, Rules & Regulations, Section 6. 10, provide the framework for evaluation of this project. Additional guidelines and regulations are contained within (but not limited to) the Comprehensive Plan, the Design Guidelines, the Zoning Ordinance and the Subdivision Regulations. 1. Conformance with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. 3. The compatibility of the design to minimize site impacts to adjacent properties. 4. The compatibility of the proposed improvements with site topography. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. 6. The objective that no improvement is so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. RoundaboutsFinal Page 3 October 21, 1997, P & Z Meeting 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Comments The streetscape design is intended to provide an attractive and unique entrance to the Town of Avon, as well as to improve vehicle and pedestrian circulation within the Town. Staff believes the project conforms to the Design Guidelines. The materials are high quality and appropriate for the site. The design will improve pedestrian circulation and safety, thereby making Avon a more pedestrian friendly town. Recommendation Staff recommends that Planning and Zoning Commission approve the Final Design of the Roundabouts. Recommended Motion I move to approve the Final Design of the Roundabouts, as depicted on plan sets dated September 24, 1997.
