Approval of the March 3, 1998 Planning & Zoning Commission Meeting Minutes Motion Commissioner Stanley moved to approve Consent Agenda item A with Commissioner Karow and Commissioner Railton abstaining and Consent Agenda item B with Commissioner Railton and Commissioner Schneider abstaining. Commissioner Dantas seconded the motion. j:\p&z\minutes\1998\031798min.doc Concept Design Review Lots 2 and 3, Block 3, Wildridge Subdivision - Schifanelli Duplexes Project Type: 2 duplexes Property Owner: Schifanelli Enterprises Consultant: Greg Macik, TAB Associates Zoning: PUD Residential, 2 units each lot Address 3150 and 3170 Wildridge Road Karen Griffith addressed the board with comments from the staff. Staff Comments These are preliminary staff comments, and are not intended to be a complete project report. Final comments will be provided with the final design staff report. General Design Comments 1. The duplexes are designed with a "weak" attachment. While this provides a more articulated massing of the buildings, it results in more site disturbance including wider coverage by the buildings. 2. The design results in moderate site disturbance with cuts up to six feet. The buildings have been sited for optimal views. Orienting the buildings more parallel to the slope may help to minimize site disturbance. 3. The driveway "tie in" must be more perpendicular to Wildridge Road. 4. Grading on the north side of Unit 2 will result in drainage against the wall. 5. The driveway at Unit 1 has a low spot that will be unable to drain. 6. Site disturbance is proposed up to the southern property line. Care will need to be taken during construction to ensure that the neighboring property is not disturbed. 7. Staff recommends that two evergreen trees be added on the northwest side of Unit 3 for screening Submittal Issues 1. The grading plan proposes using the natural underlying rock to support slopes that exceed 2:1. A report from a geologist or soil scientist will be needed to document that the rock can support these steep slopes. 2. The topographic survey has a disclaimer note due to one foot of snow on the property at the time of the survey. A new survey will need to be provided prior to the final design application. 3. A complete description of colors and materials needs to be provided. 4. Details of proposed fences need to be provided. Greg Macik, with TAB Associates said that there is a 60% grade at the entrance This is why the buildings are so close to the property lines. We talked to the geologist and they 2 said there would be no problem in writing a letter stating that the rocks can support the steep slopes. Commissioner Fehlner asked what was the possibility of twisting the house a little bit on the property so as to cut down on the site disturbance. Mr. Macik said that if the houses were tilted more perpendicular it would increase the site disturbance. Commissioner Fehlner noticed on the site plans that there is grading out, verses using retaining walls to cut down on the site disturbance. She stated that the driveway is probably done with the best solution and as far as the architecture of the house goes, it meets all our guidelines. Commissioner Stanley said she would like to see some trees planted around the house on the West and East elevations. Commissioner Schneider agreed. Commissioner Railton said there should be some trees planted on the street side of the house. Commissioner Karow commented that this project seems to meet the eleven design review criteria. He also stated the architecture meets all the design criteria, but as far as the 2 to 1 the grading, the staff will have to receive a letter from a geologist. Commissioner Karow advised the applicant to respect the property line of the log house behind the project. Public Hearing Parcels 1 and 2, Swift Gulch Addition Project Type: PUD Amendment Property Owner: Town of Avon Applicant: Town of Avon Consultant: RNL Design Address: 500 Swift Gulch Road Mike Matzko said the proposed amendments are to establish a new site plan and amend the existing development standards. The new development plan follows the same basic pattern as the existing plan, with buildings forming the southern perimeter of the site, and, in conjunction with landscaping, serve as screening of interior operations that would otherwise be visible from I-70 and the town core. The development standards will be amended to exclude retaining walls from building setback requirements. Peter Einsel with R&L Designs presented a display board showing the layout of the buildings and landscaping proposed for this site. The buildings are made of concrete block and stucco. There will be a few skylights and some architectural features in the office buildings to help break up the block effect. Commissioner Fehlner asked the applicant if they are going to use the retaining walls to terrace up. She also stated the landscape plans need to have more year round trees. The main building that the public will see should be dressed up a little bit more. Commissioner Stanley reiterated Commissioner Fehlner's comment saying that 3 small evergreen trees are not sufficient, and the project needs more year around trees. Commissioner Schneider said this site is not a very good choice for this project but it seems like this is all we have to work with. He asked where the storage buildings going up the hillside would be located, and how far up the hillside would they be. Mr. Einsel said that the building would be located up the draw, about 9900 feet elevation. Commissioner Dantas agreed with the rest of the Commissioners regarding year round trees. He said he would like to see landscaping up past the storage sheds to hide these buildings. Commissioner Railton said the white color would have to be cleaned every other day since it will be a dusty site. She suggested tan colors. She agreed with the commission about the landscaping and the trees, saying it looks very spotty. Mr. Einsel said they are still working on the colors. The ones in the presentation represent close to the final colors. The mullions around the windows are white; the doors will be white also. All the brick work will be sealed. Commissioner Karow said if we could do as the Town of Vail it would be great. They are doing a great job hiding their buildings. Commissioner Karow said this is not an appropriate site for this project according to the Town of Avon Comprehensive Plan. There is no conformity and compliance with the over all theme of the town. l .The design is not compatible with the environment, and the neighborhood 2. It is a great location for a facility like this because it is centrally located but this is not the site for it. 3. This project does not provide functional and aesthetic landscaping, Mike Matzko told the commission that while a couple of years ago he was very vocal in not wanting this site used for this used for this purpose, after looking at a lot of other sites there does not seem to be any better place for a facility like this. Commissioner Railton said that we might as well approve this since this land will eventually be developed. Commissioner Fehlner did some independent research on other sites and other facilities similar to this. Commissioner Fehlner stated some facilities are so far down valley that they are useless. It does not make sense that Public Works or Transit drives down valley thirty minuets to do their job. This is practical, but not necessarily aesthetic. She would like to see the Town go a lot farther with the architecture. E Mike Dantas agreed with Commissioner Fehlner about the site as working, but the town has rules about covering up things like this. PUD Amendment Resolution Ann Fehlner moved that the Town of Avon approve Resolution 98-1, recommending that the Town Council of the Town of Avon approve the amendment to the PUD Development Plan and standards, for Parcels 1 and 2, Swift Gulch Addition, Town of Avon, Eagle County, Colorado based upon the following findings: 1. That the proposed amendment is consistent with the Town's Comprehensive Plan. 2. That the proposed use is compatible with the surrounding area or uses. Sue Railton Second the motion Commissioner Schneider, Commissioner Karow, and Commissioner Stanley opposed Commissioner Railton and Commissioner Fehlner and Commissioner Dantas approved the motion. Motion fails. Tract Y Block 1, Benchmark at Beaver Creek Subdivision [Tab - No report] Project Type: Special Review Use for Parking Property Owner: Town of Avon Applicant: Town of Avon Consultant: RNL Design Address: 500 Swift Gulch Road No actions were taken because the applicant has withdrawn the application. Other Business Staff Approvals Lot 7, Block 3, Wildridge — Kahn roof modification George Harrison updated the commission on the height violation. George stated the roof has been cut back three and one half feet to bring the roof into conformance with the Town of Avon standards. Lot 17, Filing No. 1, Eaglebend Subdivision — Driveway Modification George Harrison stated that the applicant is going to tear out their existing old driveway and put in pavers and heat it. 5 Lot 7, Block 5, Wildcat Ridge — Karen Griffith reminded the commission that this was the project presented at last P&Z meeting asking to put a window in a chimney chase. The applicant came back with a design showing windows on both sides of the chimney chase so the staff approved it. Karen Griffith asked the P&Z commissioners if they still wanted to have lunches served whenever site tours were scheduled. Karen told the board that there has been a lack of attendance for the site tours and when this happens these lunches become lunches for the staff when this money could be used else where such as training. The Commissioners agreed that staff should only order lunches for the commissioners that call in by 12:00 a.m., Monday, the day before the P&Z scheduled tours.
