The structure measures 3,165 square feet featuring light gray stucco finish accented with peeled logs and cedar trim. The site slopes gently up from Saddleridge Loop and abuts Forest Service land to the south. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6.10, the Commission shall consider the following items in reviewing the design of this project: 1. The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. • Setbacks: Eaves are only 4 inches from the southern side yard setback. Extreme care will be required during construction to ensure the setback is not encroached upon. • Easements: The retaining wall below the driveway needs to be removed from the public right-of-way. Placement of the retaining wall in the 10 -foot Slope Maintenance, Drainage and Snow Storage easement is acceptable. • Building Height: The largest scaled height of 33.8' conforms to the 35' maximum limit. This project will require an additional ILC to confirm the structure's height. 2. The conformance with other applicable rules and regulations of the Town of Avon. 3. The type and quality of materials of which the structure is to be constructed. 4. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. 5. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. • Grading: All proposed slope grades conform with the maximum of 2:1 slope guideline. Staff is concerned that the driveway exceeds the maximum allowable slope of 10%. The driveway may need to be moved slightly to the east to reduce its grade. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. • Staff suggests placing a window under the minor dormer on the front elevation, to give the dormer purpose and to balance the front elevation. • The bottom third of the left elevation appears out of scale with the overall elevation. Staff suggests that the applicant explore methods to balance the elevation and reduce its perceived height, such as increasing the grade height, and continuing the stone base. 7. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. 8. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Based upon this project's general conformance with the above design considerations, staff recommends final design approval with conditions. Recommended Motion "I move to approve the final design for the proposed single-family residence on Lot 57, Block 1, Wildridge Subdivision, as depicted on the application and plan set dated April 8, 1998, subject to the following conditions: 1. All retaining walls be removed from the public right-of-way. 2. The driveway grade be revised to not exceed a maximum 10% grade. 3. The left elevations be revised to balance its vertical scale. 4. A window be added to the front elevation beneath the small dormer. 5. The carriage exterior light fixtures (K-9707 OB) have frosted, rather than seedy glass.
