L80 B4 WR Site Plan ModTown of Avon Minor Project Staff Report May 5, 1998, Planning & Zoning Commission meeting Report date May 1, 1998 Project type Site Plan Modification Legal description Lot 80, Block 4, Wildridge Subdivision — The Enclave II Zoning Planned Unit Development (PUD) — 2 units Address 5711 East Wildridge Road Introduction This duplex residence received Final Design approval on October 7, 1997 and is currently under construction. During the project's excavation the developer decided to move the structure approximately 10 feet further down the hill to accommodate larger than anticipated foundation footings, and subsequently avoid undermining the existing driveway. Town Staff was not informed of this modification until the project's Improvement Location Certificate (ILC) was received. Staff issued a Stop Work order until we completes a review of the new site plan and the Planning & Zoning Commission grants its approval. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 4.10, the Commission shall consider the following items in reviewing the design of this project: 1. The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. 2. The conformance with other applicable rules and regulations of the Town of Avon. 3. The type and quality of materials of which the structure is to be constructed. 4. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. 5. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. 6. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. 7. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. 8. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. The driveway in front of each garage is now less steep, on-site maneuvering room has increased and the landscape island between the two garages has increased. Additionally, locating the structure down the hill reduces the structure's silhouette and perceived height. The modification increased the area of site disturbance. Staff recommends that the increased disturbance areas be stabilized and re -vegetated with mature sage and other indigenous plants of a type and density reflective of natural vegetation area. Staff Recommendation Based upon initial review of the site plan modification, it appears the site plan modification conforms to the Design Review Guidelines. Staff recommends approval of the site plan modification with the conditions. Recommended Motion "I move to approve the site plan modification for Lot 80, Block 4, Wildridge Subdivision as depicted on the application and site plan dated May 1, 1998 subject to the following conditions: 1. Final staff review and approval is required. 2. The areas of disturbance below the structure be stabilized and re -vegetated with mature sage and other indigenous plants of a type density reflective natural vegetation in the area."
