It is located on a moderately sloping (14-16%) southeast - facing slope. The lot is unusual in that it shares an access easement with Lot 21 (to the east). Rather than using a shared driveway the applicant proposes entering the site directly from the street, and locating a portion of the driveway switchback within the access easement. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 4. 10, the Commission shall consider the following items in reviewing the design of this project: 1. The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. • Allowed use: Conforms with the allowed residential use. • Density: Single-family use conforms to this lot's 2 dwelling unit designation. • Lot Coverage: The proposed 10.8% of building coverage conforms to the 50% maximum. • Setbacks: No proposed encroachments. • Easements: No proposed encroachments; proposed grading in the 10' Slope Maintenance and Snow Storage Easement is acceptable. • Building Height: The largest proposed height of 33.5' conforms to the 35' maximum. • Grading: One area below the driveway on the north east side of the lot exceeds a 2:1 slope. The applicant has agreed to provide a boulder retaining wall and to reduce the slope to a maximum of 2:1. The proposed driveway grades conform to Town standards. • Parking: The two garage and four surface parking spaces conform with the required three spaces. • Snow Storage: Submitted plans show snow storage area equal to the minimum standard of 20% of the proposed impermeable surface area. • Landscaping: Submitted landscape plan appears suitable. The conformance with other applicable rules and regulations of the Town of Avon. 3. The type and quality of materials of which the structure is to be constructed. 4. The design of site grading and drainage to minimize impacts to adjacent sites, rights-of-way and easements. 5. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. 6. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. 7. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. 8. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Approve with conditions. Recommended Motion "I move to approve the final design for a single-family residence on Lot 20, Block 4, Wildridge Subdivision, as depicted on the application and plan set dated May 5, 1998 with the following conditions:" All disturbed areas that are not part of the formal landscaping will be re -vegetated with native brush and a native grass mixture indigenous to the area. Re -vegetation plan to be approved by staff. 2. Driveway throat will be flared to provide a 90 -degree angle on the east side. All slopes shall not exceed a 2:1 maximum. A boulder retaining wall less than four feet in height shall be utilized below the driveway to bring the slope below the driveway into conformance.
