PZC Minutes 110497Record of Proceedings Planning and Zoning Commission Meeting Minutes November 4, 1997 Regular Meeting The Regular Meeting of the Town of Avon Planning and Zoning Commission was called to order by Chairperson Andrew Karow at 6:02 p.m., November 4, 1997, in the Council Chambers, Avon Municipal Building, 400 Benchmark Road, Avon, CO 81620. Approval of the October 21, 1997 Planning & Zoning Commission Meeting Minutes B. Commissioner Schneider seconded the motion. The motion passed unanimously. Final Design Review A. Lot 69, Block 3, Wildridge Subdivision — Brethauer Residence Project Type: Storage Shed Property Owner: Ron Brethauer Address: 4221 W. Wildridge Road Karen Griffith briefly summarized the staff report. Ms. Griffith said the applicant was in the process of painting the shed to match the house. Ms. Griffith said she had photographs of the shed in file for Commission review. Commissioner Evans was concerned about Design Review Criteria #3. He discussed limited visibility of shed and suggested that two evergreen trees be planted on the north side and west side of the shed. Commissioner Stanley said she agreed with the comments made by Commissioner Evans. Commissioner Schneider said Commissioner Evans and Commissioner Stanley addressed his comments. Commissioner Dantas said he agreed with the addition of the trees, except for the west side that goes down to the BLM property. He suggested that the trees be planted to the north east side of the shed. Commissioner Evans commented on the trees location and screening of the shed from W. Wildridge Road. Commissioner Railton suggested that numerous plants and trees screen the shed. Ron Brethauer, applicant, said he would work with staff and the Commission regarding the conditions stated at the meeting. Commissioner Railton was concerned that the Wildridge area would be inundated in sheds. She suggested that shrubs be added to help screen the shed. Commissioner Evans stated for the record regarding future shed applications, that this application was unique because of the benefits from geographical screening. He said the Commission should review future shed applications as a unique situation on individual bases. Motion Commissioner Dantas moved to approve the proposed storage shed for Lot 69, Block 3, Wildridge Subdivision as depicted on the application and plan set dated received October 24, 1997 with the following conditions: 2 1. Two 6 -foot tall evergreen trees shall be planted, one on the north side and one on the west side of the shed to screen it from the road and from the neighbor's view to the north. 2. The shed shall be painted the same color of the house by November 30, 1997. Commissioner Evans seconded the motion. The motion passed with Commissioner Railton opposing. B. Lot 9, Block 3, Benchmark at Beaver Creek — Sunridge I Condominiums Project Type: Storage Shed Applicant: Darrell Cooter, Manager Address: 0988 W. Beaver Creek Blvd. Karen Griffith briefly summarized the staff report. Commissioner Railton asked if a site plan was submitted to reflect the new locations of the shed. Ms. Griffith said a plat map was used because of the simplicity of the project. Commissioner Stanley commented on conformance to the zoning code. Ms. Griffith said the proposal conformed to the zoning code. Darrell Cooter announced that he was manager for Sunridge Phase I. Commissioner Stanley asked the Mr. Cooter if he read and understood the recommended motion. Mr. Cooter said "yes". Motion Commissioner Railton moved to approve the proposed storage shed for Lot 9, Block 3, Benchmark at Beaver Creek Subdivision as depicted on the application and plan set dated received October 27, 1997 with the following conditions: 1. The trim shall be painted to match the trim pattern of the existing residential buildings, with brown trim around the windows and doors and eliminating the "crisscross" trim on the door. 2. Two additional evergreen trees and six shrubs be added, with one tree and three shrubs on the north side of the shed and one tree and three shrubs on the south side of the building. All new trees shall be a minimum of 6 feet tall and the shrubs shall be in five gallon containers or larger. Commissioner Stanley seconded the motion. The motion passed unanimously. Public Hearing None Scheduled Other Business George Harrison briefly discussed the following staff approvals. A. Lot 33A, Block 3, Wildridge Subdivision — Greene Residence -staff approval of fence George Harrison said staff had approved installation of'a split rail fence. 3 B. Lot 28, Block 2, Wildridge-staff approval of window and deck modification Mr. Harrison said the applicant was extending his deck and adding a window. Commissioner Stanley asked about Item A of the staff approval. Mr. Harrison said the fence would enclose a small yard area. Commissioner Schneider asked what type of fence this was. Mr. Harrison replied "a split rail fence". Commissioner Evans asked about Item B of the staff approval. Mr. Harrison said the location of deck and windows were closest to the road. Commissioner Stanley suggested that staff present drawings or photographs for review. Continuation of Other Business 1. Mike Matzko presented Avon's referral letters and comments from other agencies regarding the Avon Stolport property. 2. Commissioner Railton asked about the sheds being built in Canyon Run. 3. Commissioner Stanley asked when would Phase I of the revised Planning & Zoning Procedures be presented to the Town Council. 4. Commissioner Dantas asked when the shed on Metcalf Road would be painted.
