Nook & Associates, representing Canyon Run LLC and Shapiro Development Company, has applied to modify the approved Final Design for Canyon Run's last three buildings — G, H, and I. Comparative changes and similarities include the following: • Increasing Building G's units from six to eight. This modification requires adjusting the interior building envelope lines, as allowed by the project's PUD. • All one level units (some with lofts) differing from previous two level units. • Eliminating unit entryways from building sides. All units will now be accessed from the central courtyards. • Addition of carports to the outer edge of each attached garage. • Relocating chimneys from the side elevations to the rear elevations. • Creating forty-five degree exterior walls for the end units to accommodate "longer" views of the river. The exterior decks, however, still give a squared appearance to these units. The overall architectural design, colors and materials are consistent with Canyon Run's existing buildings. The applicant is seeking Preliminary Design approval for the proposed modifications' general concepts while continuing to work with staff on a number of specific design issues. Design Review Considerations The Commission's Procedures, Rules & Regulations, Section 6. 10, provide the framework for evaluation of this project. Additional guidelines and regulations are contained within (but not limited to) the Comprehensive Plan, the Design Guidelines, the Zoning Ordinance and the Subdivision Regulations. Conformance with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. 3. The compatibility of the design to minimize site impacts to adjacent properties. 4. The compatibility of the proposed improvements with site topography. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Comments Staff believes the design modifications proposed for Buildings G, H, and I are compatible with the existing Canyon Run project. However, we have identified three primary code and design issues and a number of additional issues that should be addressed prior to Final Design consideration. Primary Code and Design Issues: 1. Building G is approximately two feet over the fifty -foot maximum building height. 2. One building design is being applied to three very different topographic conditions. The result is a plan that relies on excessive site modification. 3. The retaining wall along the eastern property line exceeds four feet in height, violating the project's setbacks. The cause of this condition relates to comment #2 above. Additional Issues: 1. The interior building envelope line between buildings H and I has not been modified to accommodate the building footprint adjustments. 2. Grading information is incomplete behind Building H and to the east of Building I. 3. The parking table lists forty-eight surface parking spaces while the site plan indicates thirty- three surface spaces. 4. The courtyard details on the site plan and landscape plan are inconsistent. Concern whether the indicated tree wells will function to preserve existing trees due to their extreme depth. This issue also relates to Primary Design Issue #2 above. 6. Indicate on the site plan summary table both the actual and the maximum allowable residential floor area square footage. 7. A minimal amount of snow storage area is provided (Town of Avon standard is an area equal to 20% of the paved surface). How will snow removal and storage be handled? Staff recommends that the Commission give Preliminary Design approval for the design modifications for Buildings G, H, and I subject to satisfactory resolution of the above design issues. Recommended Motion "I move to approve the Preliminary Design for Buildings G, H, and I of Lot 4, Nottingham Station as presented on the plans dated received November 25, 1997, subject to the satisfactory resolution of the design issues as outlined in the staff report dated December 11, 1997."
