The development uses a series of gables stepping back to provide relief and variety to the facades. The highest measured ridge is just over 30 feet. The predominant material will be two tones of stucco separated by a horizontal cedar board. The center gable areas will be clear sealed, 12 -inch wavy lap siding with all trim and accents to match. The site slopes steeply down from Old Trail Road, average between 20 to 25 percent. The site faces east with southern views to of New York Mountain and the upper portion of Beaver Creek. Access to the site is challenging, requiring retainage on both sides of the driveway. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project. Staff comments are included in this section only when the design does not appear to conform to Town regulations, or where more information may be helpful. 1. Conformance with the Zoning Code and other applicable regulations of the Town. • The northern retaining wall above the driveway exceeds four feet in height and would require a variance to be located in the front yard setback. However, staff believes the wall's height can be reduced with an addition step or other methods, thus eliminating the need for a variance. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. • The application does not specify proposed colors. The project's colors will therefore require Commission approval at a later date. The compatibility of the design to minimize site impacts to adjacent properties. The proposed access requires retainage located very near the project's property lines. Extreme care will be required during construction to ensure no walls or grading disturb neighboring sites. The compatibility of the proposed improvements with site topography. • The project's amount of cut and fill appears balanced. The units relative to one another step with the site's topography, though the individual units themselves do not. All retaining walls (with the noted exception above) and grading conform to Town guidelines and standards. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. • A limited area of the site is being identified for disturbance during construction. Care will be required during construction to observe the proposed limits of construction. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Staff recommends approval of this project as presented, subject to conditions. Recommended Motion I move to approve Final Design for a fourplex on Lot 2, Block 2, Wildridge Subdivision, as depicted on the application and plan set dated received January 13, 1998, subject to the following conditions: 1. All colors require approval by the Planning & Zoning Commission. 2. The driveways northern retaining wall not exceed four feet in height.
