PZC Minutes 010395RECORD OF PROCEEDINGS PLANNING AND ZONING COMMISSION MEETING MINUTES January 03, 1995 The regular meeting of the Town of Avon Planning and Zoning Commission was called to order by Chairman Jack Hunn at 7:30 PM, January 03, 1995 in the Council Chambers, Avon Municipal Building, 400 Benchmark Road, Avon, Colorado. All members present except for Patti Dixon and Bill Sargis. Members Present: Jack Hunn, Rhoda Schneiderman, Sue Railton, Buzz Reynolds. Staff Present: Norm Wood, Acting Director of Community Development, Mary Holden, Town Planner, Sheila Kremski, Recording Secretary CONSENT AGENDA The following items were scheduled on the Consent Agenda: Lot 53, Block 4, Wildridge Subdivision, Tank Storage. 2. Approval of December 20, 1994, Planning and Zoning Commission Meeting Minutes. Mary Holden described the Consent Agenda. Sue Railton moved to approve the January 03, 1995 Consent Agenda. Rhoda Schneiderman seconded, and the motion carried unanimously. PUBLIC HEARINGS Lot 56, Block 2, Benchmark at Beaver Creek Subdivision, Variance to Off -Site Parking Requirements, Resolution 94-34, Public Hearin& Mary Holden stated the applicant requested the application be continued until the January 17, 1995 Planning and Zoning meeting. Since citizens were present for the Public Hearing staff requested the Public Hearing to take place. The Commission agreed. Chairman Hunn opened the Public Hearing. Lot 56, Block 2, Benchmark at Beaver creek Subdivision Variance to Off -Site Parking Requirements, Resolution 94-34, Public Hearing. (Con.'!) Steve Stafford represented Slifer Management Company. This company manages the Benchmark Plaza Building and the Avon Town Square Commercial Condominium Association (Slifer, Smith, & Frampton Center). The owner of the Benchmark Plaza Building is against granting the off-site parking variance and members of the Avon Town Square Condo Association are also against the variance due to the critical parking shortage in the area. Al Williams is the developer of the Slifer, Smith & Frampton Center and Vice President of the Condominium Association. He commented on the present congested parking situation and the allowance of this variance would only make the situation worse. Rex Stanbrel was present representing the Century 21 Building and the Commercial Condos of the Avon Center as the property manager. He also feel the variance would cause more parking problems. Public Hearing closed. Buz Reynolds moved to continue Lot 56, Block 2, Benchmark at Beaver Creek Subdivision, Variance to Off -Site Parking Requirements, Resolution 94-34, Public Hearing to the January 17, 1995 Planning and Zoning Meeting. Seconded by Henry Vest. Motion unanimously carried. Lot 56, Block 2, Benchmark at Beaver Creek Subdivision, Special Review Use, Off -Site Parking, Resolution 94-35, Public Hearing. Mary Holden stated the applicant was also requesting continuance to the January 17, 1995 Planning and Zoning Meeting. Again staff requests to continue with the Public Hearing for those citizens present. Chairman Hunn opened the public hearing. Those commenting on the previous items expressed the same concern for this request. Public Hearing closed. Buz Reynolds moved to continue Lot 56, Block 2, Benchmark at Beaver Creek Subdivision, Special Review Use, Off -Site Parking, Resolution 94-35, Public Hearing, to the January 17, 1995 Planning and Zoning meeting. Seconded by Henry Vest. Motion unanimously carried. FINIAL DESIGN REVIEWS/MODIFICATION Lot 12, Filing 1 Eaglebend Subdivision Above Garage Addition Mary Holden stated the applicant has returned at the request of the Commission with the west elevations concerning the wall that would face onto the west half of the duplex and windows were placed on this elevation at request of the Commission. At the December 20, 1994 P&Z Meeting he submitted plans for a 480 square foot addition to the east unit of the duplex. It would be constructed over the existing garage. The applicant Brian Judge was present and the owner, Roger Wilkinson. At the request of the Commission windows were placed on the west elevation. Brian reminded the Commission that their would possibly be development on to the west half of the duplex and the roof line was designed to accommodate future expansion. The owner was against placing windows on the west elevation due to cost and privacy. The Commission expressed making their decision based upon the application standing alone, therefore, not as if any future development would take place. Buz Reynolds moved to deny Lot 12, Filing 1, Eaglebend Subdivision, Above Garage Addition. Seconded by Rhoda Schneiderman. Sue Railton nay. Motion carries. Lot 14/15, Block 1, Benchmark at Beaver Creek Subdivision Vail -Avon Commercial Park Site, Building Modifications. Mary Holden stated the applicant is requesting approval for the following modifications to the site: 1. revising the north retaining wall location, the north driveway turning radius, the north driveway grades, and the north driveway entrance grade at Metcalf Road; 2. revising the exterior material as Durastone; I addition of the doors and windows on the east elevation at the north and south ends of the building; 4. revised stair locations on the east side and north and south ends of the building; 5. guardrails; 6. retaining wall treatment. Staff recommends the Planning and Zoning Commission take the action stated in the staff report. Mark Donaldson and Richard Harney were present representing the applicant. Mark gave an overview of the proposal of the exterior finishes. The lower portions of the building and the elevator tower revised to Durastone rather than the approved stucco and the stucco for the retaining wall treatments. Reason being it is to cold to stucco and the owners feels it will require less maintenance. The metal guardrailing would be the darker of the two colors. Pedestrian guardrails in the south area rather than highway guardrails. The Lot 14/15, Block 1, Benchmark at Beaver Creek Subdivision, Vail -Avon Commercial Park Site and Building Modifications. (Con.'t) Stairways at the north and south side would be for emergency egress only for the self storage areas. The grades at the entrance from Metcalf Road are steeper than normal. Buzz Reynolds moved to approve Lot 14/15, Block 1, Benchmark at Beaver Creek Subdivision, Vail -Avon Commercial Park Site and Building Modifications, to work with staff with the following staff recommendations: APPROVE: 1. The reconfiguration of the windows and doors where they do not conflict with previously approved exterior stairway locations. 2. The guardrails, subject to submittal finish colors and installation detail that does not reduce driveway or parking area dimensions and the addition of curbs or curbsteps in pedestrian guardrail areas appropriate. 3. The retaining wall treatment as presented, which matches the stucco color of the building. DENY: 1. All site plan modifications, including the north retaining wall location, the north driveway location, the north driveway turning radius, the north driveway grades, and the north driveway entrance grade at Metcalf Road. 2. The Durastone as an exterior material. 3. The addition of the doors and windows on the east elevation at the north and south ends of the building. 4. The revised stair locations on the east side and north and south ends of the building. Seconded by Rhoda Schneiderman. Motion unanimously carried. Lot 14/15, Block 1, Benchmark at Beaver Creek Subdivision, Master Sign Program. Mary Holden stated the applicant has submitted an application requesting approval of a Master Sign Program. The Master Sign Program is attached to the report. The Staff recommends conditions should the Commission approve this application which are listed in the staff report. Larry Ast was present on behalf of the owner. Rhoda Schneiderman moved to approve Lot 14/15, Block 1, Benchmark at Beaver Creek Subdivision, Master Sign Program with the following Staff recommendations: Conditions: 1. No lighting is approved for the tenant signs. The only lighting allowed is the internally lit project identification sign. 2. delete following statement from No. 2: "Tenants may place red vinyl graphics on the garage door, not to exceed 6 inches high text "no parking"."
