Buildings A -H have already received final design review approval. The amended Nottingham Station PUD was approved by P&Z and Council in 1996. Building I is the last phase of the Canyon Run project. It includes eight units and a 2 car garage. The building design has been slightly revised to have garden level type units rather than full walk -outs on the lower level. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. The PUD establishes the zoning requirements including height, setbacks, building placement, landscaping and open space requirements for the property. The building appears to generally be in conformance with the approved PUD. The building height falls within the 49 feet maximum allowed by the PUD. The eastern building envelope distance needs to be revised to match the PUD. All bearings and distances need to be provided and match the PUD building envelope. The plan needs to show the phasing line for the landscape improvements. The slopes on the east side of the building exceed 2:1. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. The buildings have been designed as part of the overall PUD. The buildings use the same materials, stucco and wood siding, and asphalt shingles to complement the other buildings on-site. 3. The compatibility of the design to minimize site impacts to adjacent properties. The building design complements the other buildings on site and was originally planned as part of the overall PUD including Lot 3 to the north. The site will be compatible with adjacent properties. The applicants have agreed to provide a stairway to the east of Building I that would route the trail back up to the bike trail adjacent to Hurd Lane. It is staff's understanding that the neighbor, Maurie Nottingham, has agreed to dedicate an easement, if necessary for the construction of the stairway. The applicant should also provide signs indicating the trail location and routing trail users away from Mr. Nottingham's property. A formal easement dedication will be necessary for the stairway construction on Mr. Nottingham's property. 4. The compatibility of the proposed improvements with site topography. The revised building requires minimal grading and is compatible with the site topography. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The site will be landscaped as approved with the original PUD. The buildings present an attractive appearance from the road. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. The buildings use the same building materials with slightly different roof lines and siding patterns to complement the buildings already approved within the PUD. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. The multi -family development is in conformance of the designation for multi -family development and with the PUD approved for the site and is in conformance with adopted Goals, Policies, and Programs for the Town of Avon. Staff Recommendation Staff recommends approval with conditions. Recommended Motion I move to approve final design plans for Building I, Lot 4, Nottingham Station, as depicted on plans dated received June 10, 1997 and June 27, 1997 with the following conditions: 1. Indicate landscaping to be installed with this building phase (including irrigation system). 2. Slopes be revised to conform to 2:1 maximum. Final grading to be approved by staff. 3. All bearings and distances be added to match the building envelope. 4. Fishing trail/soft path will be routed back up to Hurd Lane: final location and construction plans to be approved by staff. 5. If fishing trail/soft path is located off-site, an access easement shall be obtained from property owner. 6. Signage be provided identifying trail location and routing trail users away from private property. 7. Ridgeline building elevations be revised for consistent labeling between site plan sheet and building elevation sheets.
