L11 B1 WR Fourplex DesignTown of Avon Planning & Zoning Commission Staff Report: Final Design Review Submitted for the August 15, 1995 meeting Date August 11, 1995 Project Type Fourplex Legal Description Lot 11, Block 1, Wildridge Subdivision Zoning PUD Introduction The project is a fourplex on a west-southwest facing 2.36 acre site on the east side of Wildridge Road. The site slopes up from the road. Access is via a single driveway, with covered and surface parking available for residents and guests. Materials include fiberglass roof shingles, redwood and stucco siding. The Planning and Zoning Commission considered the final design at their June 20, 1995 meeting and tabled the request with a recommendation that the applicant refine the building design and driveway grades and bring the plan back to a future meeting. The applicant has added a hipped roof, a stucco accent band, and windows on the west and east elevations. The north and south elevations have not been changed. The grading plan has a 4 percent and a 6 percent grade in the transition zone and driveway respectively. The site grading has been modified from a 1:1 slope to a 1:5:1 slope north of the buildings. Two 13 foot rock retaining wall have been added north of the driveway, with landscape planters to screen part of the wall. The applicant has submitted a soils report indicating that due to shallow bedrock beneath the soil surface, a 1:1 slope is acceptable. Staff Comments The proposed design results in significant amount of site disturbance, including cutting into the slope on the north side of the buildings. A re -orientation of the buildings to work with the topography of the site could eliminate some of the disturbance. The applicant has tried to address the concerns of both the staff and the Planning & Zoning Commission as noted in the memos of June 12, 1995 and August 8, 1995. The buildings will screen some of the disturbed slope immediately north of the buildings while part of the slope will be screened with landscaped planters located adjacent to boulder walls. The applicant also intends to revegetate this slope, which if successful, would reduced the visual impacts. However, it will most likely be difficult to re-establish vegetation on this steep slope. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6.10, the Commission shall consider the following items in reviewing the design of this project: 1. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. 3. The compatibility of the design to minimize site impacts to adjacent properties. 4. The compatibility of the proposed improvements with site topography. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Staff presents two options for consideration by the Planning & Zoning Commission: 1. approve the site plan based on the very difficult topography; 2. table the application with the direction that the site plan be redesigned to position the building to work with the existing topography and reduce the amount of site disturbance.
