L71 B3 WR Home DesignTown of Avon Planning & Zoning Commission Staff Report: Final Design Review Submitted for the August 15, 1995 meeting Date Project Type Legal Description Zoning Introduction August 15, 1995 Single Family Residential Lot 71, Block 3, Wildridge Subdivision PUD The site is a west facing 3.46 acre lot, with slopes ranging from 36 to 44 percent. The lot is shaped long and narrow. The project is a 2,736 square foot single family home with a walk out second floor. Building materials include stucco siding with wood accents and asphalt/fiberglass shingles. Staff Comments 1. The house works with the grade of the site and presents a low profile to the street. The driveway grades meet the 4 percent and 10 percent maximum slope requirements and the site grades are within the 2:1 maximum for slopes. 2. The building height is a maximum of 25 feet and therefore meets the 35 foot maximum height. 3. The landscape plan needs to indicate that an irrigation system will be provided. The proposed plant materials are appropriate for the site and the climate. A total of 10 trees are proposed. The landscape plan needs to be revised to indicate a minimum six foot planting size for the spruce trees. 4. The site conforms to all building setbacks and maintains all easements including the snow storage and road maintenance easement free and clear of all obstructions. 5. The boulder wall in the east side of the site is four feet in height and acceptable within the 25 foot front setback. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6.10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. 3. The compatibility of the design to minimize site impacts to adjacent properties. 4. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendation Staff recommends approval with several conditions: 1. The landscape plan be revised to indicate an irrigation system will be provided and the spruce trees will meet the six foot minimum planting sizes. 2. Show driveway culvert on the final plan. 3. That the curbcut be moved further south to minimize the cut and fill necessary to achieve driveway grades.
