Introduction
The building site is a narrow, east -facing lot of .586 acres that slopes down from Wildridge Road.
The existing slopes range from 33 percent to 66 percent adjacent to the road. The project is a
duplex unit to be served by two driveways. The eastern driveway would receive access from lot
80, rather than the adjacent road.
On July 18, 1995 the applicant presented to the Planning & Zoning Commission a concept review.
The comments were generally favorable on the building design. However, the application was
presented with a metal roof and the majority of the Commission members expressed concerns
regarding this roof material. In response to these concerns, the applicant is now proposing an
asphalt composition shingle roof.
Additionally, the applicant was requested to bring in a sketch of the adjacent property indicating
how the driveway across lot 80 could serve both lots. A draft easement agreement has been
presented that would be granted if the two lots are ever sold separately.
Staff Comments
1. The landscape plan needs to include a summary chart of the materials provided and indicate
that the landscaping will be irrigated.
2. A sketch of the proposed driveway on the Lot 80 indicates a 12 foot drop in elevation
between the edge of the driveway and the bottom boulder wall. This driveway would need to
serve both the proposed unit on Lot 81 as well as any future units to be developed on Lot 80.
As presented, the access across the driveway and boulder walls to any future garages on Lot
80 does not appear to be workable. A driveway design needs to be submitted that provides
access to the future units on lot 80, meets the 10 percent driveway grade and does not include
boulder walls where the driveway would need to be located.
3. The boulder wall design has been stamped by a professional engineer. A separate design
indicates a four foot boulder wall whereas the section shown on the landscape plan indicates a
shorter wall. The height of all boulder walls should be labeled on the final site plan prior to
building plan submittal.
4. The building meets all setbacks and maintains easements generally free of encroachments.
5. The duplex meets the 35 foot height limitation.

6. An access easement shall be recorded if Lot 80 and Lot 81 are sold to separate owners.
7. The limits of the site disturbance needs to be indicated on the site plan.
Design Review Considerations
According to the Commission's Procedures, Rules & Regulations, Section 6.10, the Commission
shall consider the following items in reviewing the design of this project:
1. Conformance with the Zoning Code and other applicable regulations of the Town.
2. The suitability of the improvement, including type and quality of materials of which it is to be
constructed and the site upon which it is to be located.
3. The compatibility of the design to minimize site impacts to adjacent properties.
4. The compatibility of the proposed improvements with site topography.
5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring
properties and public ways.
6. The objective that no improvement be so similar or dissimilar to others in the vicinity that
values, monetary or aesthetic will be impaired.
7. The general conformance of the proposed improvements with the adopted Goals, Policies and
Programs for the Town of Avon.
Staff Recommendation
Staff recommends tabling the application request and require the applicant bring back a driveway
design that can provide access to the future buildings on lot 80 that meets Town codes for
driveway grades.
Once an acceptable plan is brought back for approval, staff recommends the following conditions:
1. A summary chart be provided on the landscape plan and a note be provided indicating the
landscaping will be irrigated.
2. The height of all boulder walls be labeled on the plans.
