L65 66 B1 BMBC MSPTown of Avon Staff Report: Sign Program Amendment September 19, 1995 Planning & Zoning Commission meeting Date September 19, 1995 Legal Description Lot 65 and 66 Block 1 Benchmark Subdivision Project Type Sign Program Amendment Zoning TC Introduction This is a request to amend a master sign program for the Avon Annex Shopping Center. The applicant proposes two wall signs to function as center identification signs, which would also replace two tenant identification signs. Currently, spaces #1 and # 17 are allowed two wall signs each. The proposed center identification signs would essentially reduce those tenants' allowance to one sign each. The proposed amendment also includes a change in colors. The existing signs have white faces against a light gray background. The new colors would include dark blue acrylic with returns and trim in light gray to match the building. T The amendment also includes repainting the southy est monument sign with the new colors and replacing the existing northeast sign with a sign in the new colors. Staff Comments The proposed modifications would result in more updated colors. The proposed changes do not significantly alter the sign program or increase the area of the signs. Design Review Considerations 1. The suitability of the improvement, including materials with which the sign is to be constructed and the site upon which the sign is to be constructed and the site upon which it is to be located. • The proposed new colors have a more updated appearance; the existing colors appear somewhat faded. The proposed colors are consistent with the building colors. The proposed complex identification signs will be more prominent than most of the tenant signs. 2. The nature of adjacent and neighboring improvements. • The site is located in the Town Center zone district and the adjacent property is developed for commercial uses. 3. The quality of the materials to be utilized in any proposed improvements. • The proposed new sign colors and materials for the monument sign to be replaced are an upgrade from the old signs on the site. The visual impact of any proposed improvement, as viewed from any adjacent or neighboring property. • The new colors will be more visible as will the proposed new wall signs that would function as project identification signs. The new signs will not have any significant negative visual impact on the surrounding commercial property. 5. The objective that no improvement will be so similar or dissimilar to other signs in the vicinity that values, monetary or aesthetic, will be impaired. • The proposal is a minor change in signage to the site and should not have any negative monetary or aesthetic impact. They will allow customers to more easily find the building and businesses without having a any unfair advantage or negative impact on the adjacent properties. 6. Whether the type, height, size, and/or quantity of signs generally complies with the sign code, and are appropriate for the project. • The signs on the site are in general conformance with the sign program. One existing monument sign does not meet the 10 foot sign setback. Since the sign is being painted and not moved, it is a legal non -conforming sign. The quantity and area of the signs is not being changed and the signage is appropriate for the project. 7. Whether the sign is primarily oriented to vehicular or pedestrian traffic, and whether the sign is appropriate for the determined orientation. • The proposed signs are primarily oriented to vehicular traffic to identify the building. The building serves customers who drive and those who walk to the site. The existing tenant identification signs are more oriented to pedestrian traffic. The signs are appropriate for the pedestrian and vehicular traffic which the site serves. Staff Recommendation Staff believes these minor modifications are in conformance with the sign program and the Municipal Sign Code and recommends approval of the proposed changes.
