L79 B4 WR Duplex DesignTown of Avon Staff Report: Concept Design September 19, 1995 Planning & Zoning Commission meeting Date Project Type Legal Description Zoning Introduction 12 September, 1995 Duplex Lot 79, Block 4, Wildridge Subdivision PUD Residential - Duplex The proposed duplex is a contemporary style with a stucco exterior with wood fascia and accents, a sandstone chimney and a shingle roof. The site is 26,690 square feet (.61 acre) that slopes approximately 26% to 30% down from the road to the east. Staff Comments • The driveway grades conform to the requirement for a ten percent slope, and the grade from the edge of the pavement to the property line slightly exceeds the four percent grade • The building follows the slope, consistent with the steep slope guidelines. However, the stepped design results in significant site coverage front to rear. The regrading required by this design is not supported by the steep slope guidelines. Proposed slopes range from about 24 to 28 percent. • The grading plan includes a cut into the slope maintenance and snow storage easement. Staff is concerned that this undermines the road. • The stucco exterior and sandstone fireplace building materials are consistent with materials used on other residences in the neighborhood and are suitable for the site. • The house presents an attractive appearance from the south and east elevations. The north and west elevations have few windows and architectural elements resulting in a plain appearance. Planting deciduous and coniferous trees will enhance these elevations. • The structure is massive relative to the site. The structure is over 125 feet long, more than half the lot length. The duplex is 95 feet wide at the widest point (including the deck)., which is over 85 percent of the width of the lot. Staggered placement of the units helps to visually break up the building but results in the structure occupying a significant portion of the lot. Staff Recommendation Staff recommends that the grading plan be revised to eliminate the cut into the slope maintenance easement.
