RECOMMENDED ACTION
Approve Lot 14/14, Block 1, Benchmark at Beaver Creek modifications with the
following conditions:
1. Revise grades on the south end of the northerly entrance per the Town of Avon
Entrance Standards.
2. Revise the grades in the northerly parking lot entrance to reduce 14% grades to 8%
grades.
3. Detention limits in the northerly parking must correspond with indicated grades and
detention volume requirements.
4. Redesign the drainage system to corresponds with required grading revision.
5. Revise grading along southerly property line to carry drainage to street.
6. The building lighting be reduced in number of lights or reduce the watts of the lights.
7. Alignment and locations are based upon scaled drawings due to lack of dimensions.
HISTORY
At the January 3, 1995, Commission meeting, the Commission acted on the following:
APPROVE:
1. The reconfiguration of the windows and doors where they do not conflict with
previously approved exterior stairway locations.
2. The guardrails, subject to submittal finish colors and installation detail that does not
reduce driveway or parking area dimensions and the addition of curbs or curbsteps in
pedestrian guardrail areas appropriate.
3. The retaining wall treatment as presented, which matches the stucco color of the
building.
DENY:
1. All site plan modifications, including the north retaining wall location, the north
driveway location, the north driveway turning radius, the north driveway grades, and
the north driveway entrance grade at Metcalf Road.
2. The Durastone as an exterior material.

3. The addition of the doors and windows on the east elevation at the north and south
ends of the building.
4. The revised stair locations on the east side and north and south ends of the building.
INTRODUCTION
This application is for approval of the following:
• New location of north retaining wall;
• North driveway location;
• Northern driveway turning radius along with proposed contour information
regarding north driveway grades and north driveway entrance grades at
Metcalf Road;
• Site lighting locations;
• Exit stair locations ;
• Trash enclosure locations; and
• Locations of building lighting.
SITE PLAN COMMENTS:
The Town Engineer has reviewed the site plan pertaining to grading, drainage, turning
radius and driveway grades. Following are the comments based on the information
submitted:
1. Revise grades on the south end of the northerly entrance per the Town of Avon
Entrance Standards;
2. Revise the grades in the northerly parking lot entrance to reduce 14% grades to 8%
grades;
3. The detention limits in the northerly parking area does not correspond with indicated
grades;
4. Redesign the drainage system to corresponds with required grading revision; and
5. Revise grading along southerly property line to carry drainage to street.
6. Review comments are based upon scaled drawings due to lack of dimensions on
submittal.
It appears, based on the information submitted, that the door on the northwest corner of
the building is higher than grade. We would like to make the applicant aware of the
potential discrepancy.

BUILDING AND SITE LIGHTING:
The lighting plan is as follows:
First Floor 16 lights
Second Floor 10 lights
Stairways 13 lights
Site lighting four, 25' high poles
250 Watts (attachment 1)
175 watts reflecting up/250 watts down
(attachment 2)
70 watts High Pressure Sodium (attach. 3)
250 watts High Pressure Sodium
(attach. 4-4c)
The proposed lighting plan appears to light the building and site more than necessary. The
Commission should look at the proposed lights, watts, locations and functions of the lights
to determine if there are more than needed.
DESIGN REVIEW CONSIDERATIONS:
The Commission shall consider the following items in reviewing the modifications:
1. Conformance with the Zoning Code and other applicable regulations of the
Town.
2. The suitability of the improvement, including type and quality of materials of
which it is to be constructed and the site upon which it is to be located.
3. The compatibility of the design to minimize site impacts to adjacent properties.
4. The compatibility of the proposed improvements with site topography.
5. The visual appearance of any proposed improvement as viewed from adjacent
and neighboring properties and public ways.
6. The objective that no improvement be so similar or dissimilar to others in the
vicinity that values, monetary or aesthetic will be impaired.
7. The general conformance of the proposed improvements with the adopted Goals,
Policies and Programs for the Town of Avon.
