YES RECOMMENDED ACTION Approve Final Design Review for Lot 19, Block 3, Wildridge, with the following conditions: 1. The flues, flashings and vents be painted to match the color scheme of the building. 2. The building lighting be approved by staff prior to issuance of a building permit. 3. The building overhangs may not encroach into the setbacks. 4. Revegetation include native bushes. 5. Meters be placed on the building. 6. The landscape material meet minimum Town of Avon size standards. 7. The building and over hangs must be located out of all required setbacks. 8. Engineering concerns be addressed prior to the issuance of a building permit. 9. The entry lantern must be located on Lot 19, Block 3, Wildridge and not on the Town right-of-way. 10. A construction and erosion control fence be placed on site prior to any disturbance. 11. The culvert under the driveway must be a minimum of 18 inches in diameter. 12. The proposed 33' high boulder wall be broken into smaller sections, leaving room for areas of landscape material. INTRODUCTION: Mr. Brian Vedder has submitted plans for Final Design Review approval of a single family residence on lot 19. The single family residence will contain two levels and stand 32' in height. Automatic drip and sprinklers are proposed. STAFF COMMENTS: The proposed design is similar to an existing duplex in Wildridge. Even though it is not the conventional design seen in Wildridge, does the Commission see this as complimenting existing designs? The proposed building is located on the setback lines. As a reminder, overhangs, in addition to structures, are not allowed in the setbacks. The entry lantern appears to be located on Town of Avon right-of-way. All structures must be located off Town of Avon property. A 33' high natural boulder wall is proposed for the front of the lot. Does the Commission feel a single 33' high boulder wall is appropriate? Should the wall be separated into smaller sections? Avon standards call for 18" minimum. Due to grading taking place from lot line to lot line, the applicant will be required to place a construction and erosion control fence on site prior to any disturbance. The proposed landscape material does not meet the minimum Town standards. They are as follows: Coniferous 6-8' minimum height Deciduous 2" caliper minimum Shrubs 5 gallon minimum Exterior building lighting is not indicated. The applicant must receive approval from Staff for the exterior lighting. Revegetation of the utility cuts and site disturbance must include native bushes, in addition to native grass and wildflower mix. This may be done through the landscape plan, which includes native bushes. The applicant will have to work out Engineering concerns, should they arise. DESIGN REVIEW CONSIDERATIONS: The Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. 3. The compatibility of the design to minimize site impacts to adjacent properties. 4. The compatibility of the proposed improvements with site topography. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. 7.
