Materials are listed on the attached materials list and plan set. Material samples will be available at Tuesday's meeting. Staff Comments This project was presented to the Commission for concept review on April 4. Concerns expressed at that meeting included driveway grades in excess of 10% and extensive site disturbance. Staff met with the applicant following the April 4 meeting to attempt to resolve these issues. The applicant indicated that the site disturbance is not as dramatic as originally envisioned, and that because this is a difficult site, the ability to modify the driveway with the house in its present location is extremely limited. The driveway on the revised plan appears to be identical to the design presented at the April 4 meeting. Staffs concerns are: • vehicles approaching Wildridge Road will not have a "landing site" at the base of the driveway to facilitate stopping during slippery conditions; • vehicles entering the drive from Wildridge will require a wider, slower turn into the driveway; • emergency access will be more difficult, particularly during slippery conditions. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. 3. The compatibility of the design to minimize site impacts to adjacent properties. 4. The compatibility of the proposed improvements with site topography. L20BL3 WR.DOC Lot 20, Block 3. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Recommended Action Without compelling evidence that the driveway design as presented will perform adequately, staff cannot recommend approval of this project. Recommended Procedure 1. The retaining wall in the entry from the street be no higher than 8 feet. 2. The strong recommendation that all landscaping and revegetation on disturbed areas be blended in to maximize the natural look of surrounding area. J.
