L1 RS Design ModPlanning & Zoning Commission Staff Report Submitted for the May 16, 1995 meeting Date Review Type Project Type Location Zoning Allowed Use Category Introduction 27 April, 1995 Final Design Design Modification: Retaining wall Lot 1, Riverside Subdivision PUD Residential Phase III of the Eaglebend Apartments are under construction. Last week the applicant informed Town staff that the topography shown on the original site base map was not entirely accurate, particularly on the east end of the project. As a result, the boulder retaining wall supporting the parking lot must be increased in height; consequently, a portion of the wall must be redesigned. The proposed change is to increase the height to as much as 8 feet, using a wooden tie wall for the higher portions, rather than a boulder wall. Staff Comments The additional height of the redesigned wall will be mitigated by two factors: 1) the tie wall will be stepped, with planting on the ledge; 2) the stand of large evergreen trees screen the wall from across the river. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. I The compatibility of the design to minimize site impacts to adjacent properties. 4. The compatibility of the proposed improvements with site topography. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
