L79 B1 WR Design ModPlanning & Zoning Commission Staff Report Submitted for the May 16, 1995 meeting Date 27 April, 1995 Review Type Design Modification Project Type Residential, Six Plex Location Lot 79, Block 1, Wildridge Subdivision Zoning six unit residential Allowed Use Category residential, six plex Introduction This is a resubmit of a composite (Masonite) siding material for an otherwise approved project. The applicant, Mr. Jeff Cohen, was denied use of the siding material at the April 4, 1995 P&Z meeting. Mr. Cohen then appealed the Commission's ruling to the Town Council. Upon hearing that Mr. Cohen had not been present at the P&Z meeting where the siding material was denied, Council remanded the matter to P&Z to re -hear, with Mr. Cohen present. Staff Comments Staff has heard compelling arguments in favor both for permitting and for prohibiting the use of this type of siding, and has no specific comment on this matter. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. 3. The compatibility of the design to minimize site impacts to adjacent properties. 4. The compatibility of the proposed improvements with site topography. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon.
