YES RECOMMENDED ACTION Approve final design review for Lot 46/47, Block 1, Benchmark at Beaver Creek, with the following conditions: 1. The flues, flashings and vents be painted to match the color scheme of the building. 2. The building lighting be approved by staff prior to issuance of a building permit. 3. Revegetation include native bushes. 4. Meters be placed on the building. 5. The boulder retaining wall proposed in the Nottingham Road right-of-way is not approved. 6. Detail on the proposed 6' high timber retaining wall must be reviewed and approved prior to the application of a building permit. 7. Engineering concerns be addressed prior to the issuance of a building permit. INTRODUCTION: Mark Donaldson has submitted plans for Final Design Review approval of a four plex on lot 46/47. The four plex will contain two levels and will stand approximately 28' high at the tallest point. The duplex will consist of the following materials: Roof Siding Other Fascia Soffits Window Window Trim Door Door Trim Hand/ Deck Rail Flues/Flashings Materials Color metal 6" wood Stucco 6" wood wood clad 4" wood wood wood metal pipe G.I. and Galvanized metal PLANNING ANIS ZONING COMMISSION STAFF RL. ORT April 4, 1995 Lot 46/47, Block 1 Benchmark at Beaver Creek Four Plex Final Design Review The landscape plan is attached in the report. STAFF COMMENTS: Detail has not been provided on the retaining walls. All retaining walls over 4' high must be designed by an engineer. Further, the design of the retaining wall must be submitted and approved prior to the application of a building permit. A new boulder retaining wall is being proposed in the Nottingham Road right-of-way. Placement appears to be in the ditch. The new boulder retaining wall is not approved in the proposed location. Should the applicant need the boulder wall for structural purposes, it must be reviewed and approved by appropriate Town of Avon staff. Colors will be presented at the meeting. DESIGN REVIEW CONSIDERATIONS: The Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. 3. The compatibility of the design to minimize site impacts to adjacent properties. 4. The compatibility of the proposed improvements with site topography. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. RECOMMENDED ACTION: 1. Commission suggests an underground manually operated sprinkler system be installed and we are not mandated due to the soils conditions designated by the soils test on this particular property. 9. The roof be brought back at the next P&Z Commission Meeting to give the Commission a chance to inspect a Vail prokerty_,which has the same roof.
