Introduction
The Upper Eagle Regional Water Authority is upgrading its water treatment facility in Avon. The
existing building is approximately 135, 000 square feet (s.f.), and will be expanded by
approximately 7,200 s.f. on the south side, and 1700 s.f on the west side. Also included in the
project is a raw water intake and pump station, including a 730 s.f and an intake structure in the
river. The pump station is located about 1000 feet to the south and east of the water treatment
facility.
The applicant has agreed to repaint the entire treatment facility building upon completion of the
expansion; to relocate the bike path that now borders the railroad right-of-way as well as
maintaining a through route during construction; and to install wooden fencing along the south
property line to match the existing fence to the east. Vinyl -coated chain link fencing and gates on
the east and west ends will connect the wooden fence with the building. The pump station
building will have wooden clapboard siding and a metal roof.
Staff Comments
Several elements of the plan were not submitted as of the time of this report:
• Building elevations for the treatment plant.
• Materials for the treatment facility, including exterior walls and roof.
• Landscape plan details such as replacement of trees on the south side of the project and the
treatment of disturbed areas.
• Exterior building lighting.
• Clear indication on the site plan (and elevation) that the fence along the south boundary of the
property is to be replaced with a wooden fence to match the existing fence to the east.
• Paint color samples.

The final item in the Comprehensive Plan, Subarea 9 Design Recommendations specifically refers
to painting the facility a "darker neutral color to make it less visible in the summer." And
"Enhance screen planting around the facility."
Based on discussions with the applicant, staff anticipates that the submittals, once complete, will
support a positive finding by the Commission.
Design Review Considerations
According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission
shall consider the following items in reviewing the design of this project:
1. Conformance with the Zoning Code and other applicable regulations of the Town.
2. The suitability of the improvement, including type and quality of materials of which it is to be
constructed and the site upon which it is to be located.
3. The compatibility of the design to minimize site impacts to adjacent properties.
4. The compatibility of the proposed improvements with site topography.
5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring
properties and public ways.
6. The objective that no improvement be so similar or dissimilar to others in the vicinity that
values, monetary or aesthetic will be impaired.
7. The general conformance of the proposed improvements with the adopted Goals, Policies and
Programs for the Town of Avon.
Recommended Action
Once the applicant has provided the Commission with the additional application elements listed
under Staff Comments, Staff recommends the Commission approve the final design for the Upper
Eagle Regional Water Authority Water Plant expansion, Tract P, Block 2, Benchmark at Beaver
Creek Subdivision.
