Comp Plan Subarea Subarea 10: Riverfront District Introduction The Nottingham Station PUD received final approval by Town Council on March 28, 1995. The PUD approval includes building footprints, placement and envelopes. Final Design review is generally based upon those elements of design approved during the PUD process, with additional detail. This submittal for final design approval is specifically for Lot 3, which is that portion of the Nottingham Station PUD between Hurd Lane and the railroad right-of-way. The applicant has submitted the appropriate site plan, elevations, landscape plan and indicated materials and colors, and will present a scale model of the project at the April 18, 1995 meeting. Staff Comments The project appears to conform with the preliminary design submitted for the PUD approval process, and in general to the Town Subarea Design Recommendations specific to Subarea 9. Staff members have several concerns having to do with drainage, easements, placement of curb and gutter along Hurd Lane, and the ability of emergency equipment, particularly a Fire Department ladder truck, to effectively access the west end of the project. While these issues are not likely to affect the overall design of the project, they should be resolved prior to final design approval. Staff will work with the applicant to resolve these issues prior to the April 18 meeting. Design Review Considerations According to the Commission's Procedures, Rules & Regulations, Section 6. 10, the Commission shall consider the following items in reviewing the design of this project: 1. Conformance with the Zoning Code and other applicable regulations of the Town. 2. The suitability of the improvement, including type and quality of materials of which it is to be constructed and the site upon which it is to be located. 3. The compatibility of the proposed improvements with site topography. 5. The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. 6. The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. 7. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Recommended Action Once those items mentioned under Staff Comments are addressed, staff recommends the Commission approve the final design Lot 3, Nottingham Station PUD. Recommended Procedure 1.
